KUNDIAWA DIOCESE NEW BISHOP CONSECRATED

The Catholic Diocese of Kundiawa in Simbu province has her new bishop, Paul Sundu been installed on Saturday at the St. Mary’s Parish in Kundiawa attended to by 10 bishops in the country with Cardinal Sir John Ribat. The three-hour consecration of Bishop Paul Sundu with the liturgical program was attended by a packed crowd coming from the 13 Catholic parishes in Simbu. Under an overcast sky the bishop’s solemn installation investiture began with leading of Paul Sundu to the altar guarded by the 10 bishops by Fr. Peter Kim, the district superior of Divine Word Missionary (SVD) representing the religious and Fr. Moses Gend, the youngest priest in Simbu, representing the Diocesan or local priests portraying their support to the new Bishop. Bishop Sundu was laid face downward on the floor of the altar while the bishops and Cardinal Sir John prayed over the new bishop at the background litany sang by MMSI sisters based in three-to-one Dirima parish. The congratulatory and encouragement letter from Pope Francis to Bishop Paul Sundu and the Catholic faithful to work together in prayers and deeds to maintain the holiness of the Church, which are the people was read out by the Vatican diplomat, Fr Jacek Pinocy who is the Secretary to the Apostolic Nunciature. The consecration of Bishop Sundu was administered by the Archbishop of Mt Hagen Douglas Young together with Archbishop Anton Bal of Madang and assisted by Bishop David Libert of Mendi. [caption id="attachment_11368" align="aligncenter" width="993"] Bishop Paul Sundu lay face downward on the floor for the bishops to pray over him[/caption] The installing of Paul Sundu into the office of the Bishop included the oiling of the head as the leader of the Church, the wearing of the cross of Jesus to face and work with the challenges, the wearing of the ring marking his marriage to the office, the wearing of the tuktuk on the head uphold and protect truth, and the shepherd staff to lead the Church in purity. Bishop Paul Sundu then read out to the people what is expected of him and his office. After the consecration all the bishops with Cardinal Sir John laid their hands on the head of the new bishop and later embraced him as the sign of good will. That ended the first part of the program with the new bishop being the main celebrant of the mass and Bishop Paul taking his chair inside St Mary’s Cathedral thus ending the program. Bishop Paul was ordained a diocesan priest in 2006. His last posting as parish priest was to Koge. Paul Sundu is the fourth bishop of Kundiawa and the second local bishop. Bishop Paul succeeded then Bishop Anton Bal who was elevated to Archbishop of Madang leaving Kundiawa Diocese without a bishop for two years till the Vatican elect Paul Sundu early April this year. During the vacancy period Fr Richard (SVD) was the administrator of the Diocese since. Paul Sundu hails from Womatne in the Kundiawa-Gembogl district. He is 48 years old, probably the youngest bishop in PNG. Among the prominent people who attended the occasion was senior politician and governor of Western Highlands Mr Paias Wingti.

FAMILY SEXUAL VIOLENCE ACTION COMMITTEE AND PARTNERS RECEIVE ESSENTIAL LEGAL SKILLS

Staff from Family Sexual Violence Action Committee and partners have sharpened up on essential legal skills to continue to champion access to justice for vulnerable groups in communities. This follows a weeklong Community Based Paralegal workshop delivered through the Australia and PNG partnership with the hope of equipping staff and key partners from civil society groups to better support survivors of violence, those who are often marginalized and in need of protection. The workshop was the collaborative effort of FSVAC and the office of the Public Solicitor through the support of the Justice Services for Stability and Development (JSS4D) program. “This workshop will increase knowledge, awareness and empower community advocates to fill the gaps in providing much needed legal awareness, information and support in communities”, said Marcia Kalinoe, National Coordinator- FSVAC Representatives from Persons with Disabilities (PWDs) sector who were part of the training held from 28 June -2nd July at Port Moresby’s Holiday Inn Hotel. Paralegals have become an integral part of the justice system and play an increasingly important role in raising legal awareness and supporting access to justice for Family Sexual and Gender-Based Violence survivors. This supports FSVAC’s overall mission to create happy families, peaceful homes and safe communities. This workshop was delivered observing Covid protocols with for limited number of people in two separated rooms.

FREEDOM OF MOVEMENT PROTECTED

The Prime Minister, Hon. James Marape, MP assured the country that our freedom of movement is a fundamental right, which is protected under the National Constitution. PM Marape said this following the release of a measure by the Controller of the COVID-19 National Coordination Centre that purports to restrict any unvaccinated persons from travelling domestically. He assured that country that the Government is not about to undermine this right in any way. “At the same time, the Government takes full responsibility to ensure that COVID-19, and any variants of the virus, is prevented from spreading to other parts of the country. “It is a fundamental responsibility of any government to protect its citizens from harm. The spread of the virus through people movement is a continuing concern as long as the virus continues to exist in our midst. “We are still in the middle of a pandemic and we still have a responsibility to ensure that the virus does not spread. The virus does not spread by itself. People spread the virus. “The control of people movement locally and on inter provincial travel is therefore a fundamental strategy to take control of this spread. It is not designed to curtail freedom of movement as a fundamental right, but a strategy to minimize the spread of the virus. It is no different to the lockdown imposed in 2020 and in early 2021. “This is why we locked the country down in March 2020, and this is why we may have to consider banning overseas flights again so that we secure our borders from the delta variant virus,” the Prime Minister said. “The Government has long recognized the fragile state of our health systems and the capacity of our provinces to cope with any surge in the virus. Controlled movement of people is the only way we can lock down parts of the country and isolate the vulnerable provinces from the incursion of the virus through domestic travel. Our people’s lives are at risk and we must take responsibility. “We must take strong responsibility to address the health ramifications of the virus but at the same time ensure its effects on the economic landscape is minimized as much as possible,” he said. He said that the Government continues to hold out that taking the vaccine is a personal choice. He also pointed out that personal choices must also not interfere with the rights of other individuals to pursue the right to live. These are the balancing acts that we have to make. If our personal choices place someone else’s choice to good health and life in jeopardy, what sort of responsibility should we have? “My Government continues to emphasize that taking the vaccine is not mandatory. But if exercising your choice interferes with someone else’s right to be healthy and well, then we have to take some responsibility. Your personal choices come with responsibilities to your family, your community and your country,” PM Marape said. He encouraged those who are willing to take the vaccine to go ahead and visit facilities around the country offering vaccines. Those vaccinated will be freer to move around with less protocols including overseas those who want to take trips abroad. “Those who do not want to take the vaccine must continue to live in a responsible manner ensuring their own safety and safety of those they contact.” The Prime Minister welcomed the review of the measure that caused an uproar in the social media and with commentators. He said that the larger picture is to control the movement and spread of the virus. “The National Pandemic Act 2020 allows the Controller to make independent calls based on expert advice on COVID-19 trends and assessments, we have encouraged him to be balanced to ensure that we allow responsible flow of passengers domestically but consider other measures including imposing that all incoming passengers on international flights to demonstrate having taken the vaccines. “The revised measure has recognized that anyone who has been vaccinated now has unlimited choices to travel domestically. We want to encourage more people to be unlimited in their travel options,” the Prime Minister said.

GOILALA CATHOLIC FAITHFULS ON THE ANNUAL 4TH OF JULY PILGRIMAGE TO YULE ISLAND

Goilala Catholic Faithfuls have began the annual pilgrimage leading up to 4th of July at Yule Island in Bereina Diocese of Kairuku Hiri District. 4th of July is being observed in the catholic calendar in PNG because on the same date in 1884 the first missionary celebrated the first Holy Eucharist on the island when suddenly a wild boar appeared from the bushes and spilled the blessed wine, used to signify the blood of Jesus Christ on PNG soil. This significant event is observed and commemorated every year on the island and this year will see again catholic faithfuls from all around the country converge to Yule Island on the 4th July. Yesterday, 3rd July, Minister for Transport and Member for Goilala Hon William Samb visited Yule Island to pay his respects to this important event and also meet and greet his Goilala people from Fane Catholic Parish and Ononge Catholic Curch Parish (500+) who walked down to Bakoiudu to be transported by trucks to the pick up point and then ferried over to the Island. Hon Peter Isoaimo is planned to go back in to Yule Island to close the anniversary with his people today (4th July 2021) Goilala Catholic Faithful from Holy Rosary Catholic Church, 6 mile, Sabama Catholic Church, Gerehu Catholic Church also flocked to Yule Island to commemorate this important event with their Bereina Diocese fellow Fatifuls. Fane Catholic Parish Priest Father Francis Pirit thanked the Member for Goilala for the continuous support towards the work of the church and to his people of Goilala in attending this week long event. He also said that the people of Goilala were hardworking, kind and generous people. The good name is tarnished by a minority who live in the city and get into trouble with law and order issues, but otherwise the people of Goilala back in the district were good people. Adding that this event to celebrate the pilgrimage day showed that the people of Goilala upheld the work of the church and how it impacted them as a people since the early missionary days. Hon Samb presented K20,000.00 to the committee to be used by organizing committee and host Yule Island Catholic Parish to meet operational (transport) and other related costs incurred during the course of these celebrations. MORESBY SOUTH JUNIOR NETBALL GRAND FINAL

The week-long Moresby South Motu Koitabu Junior Netball Competition winded down this afternoon at the South Side Fitness Centre, with teams vying for the top 4 spots in the competition. It was indeed a nailbiting finals series however there could only be one winner which was Kirakira who beat Korobosea 2 13-12. Coming in 3rd was Korobosea 1 who outplayed Taurama-Pari 18-9. Tournament Manager Ms Asi Mou said the competition was good exposure for the u18 girls who took part, adding there were a few girls who stood out and showed promising talent for the national train on squad.

BPNG ENHANCES DIGITAL FINANCIAL SERVICES - INSTANT PAYMENT TRANSACTIONS & POINT-OF-SALE BALANCE INQUIRIES

The Bank of Papua New Guinea (BPNG) launched the nation-wide common platform for retail electronic payments on Monday, 22nd July 2019. The Retail Electronic Payments System (REPS) is the first ever initiative by the BPNG to offer digital payment services using plastic cards and mobile phones so more people and businesses will have access to financial services throughout the country, especially outside the main urban centres. The first phase of REPS was the establishment of the National Switch which is now offering inter-linked services across all the ATM and EFTPOS devices of financial institutions (FIs) that are connected to REPS. At the launch in July 2019, the Bank of South Pacific (BSP), Kina Bank and NASFUND Contributors Savings and Loans Society (NCSL) signed a multi-lateral agreement to link their ATMs and EFTPOS devices for the National Switch through REPS. This has allowed cardholder customers of these 3 FIs to pay for goods and services, withdraw cash and carry out balance inquiries with each other’s devices at any location that hosts their devices and at a reduced cost. Westpac Bank, Nationwide Microbank Limited (MiBank) and People’s Micro Bank Limited (PMBL) later joined the National Switch on September 02nd 2019. Since the launch in 2019 REPS has processed over 24 million card transactions with a total value of K3.8 billion. This represents 1.3 million transactions with a value of K190 million each month. “REPS is progressing towards achieving greater financial inclusion, allowing safe, efficient and convenient digital payments in PNG including card and mobile phone payment services. It will enable smaller payment service providers to enter the market at a reasonable cost, thus promoting competition and consumer choice which in turn will lower the cost of payments to customers”, Governor Bakani said. In addition to reducing costs for Financial Institutions to offer digital payment services through shared infrastructure, digital payments mean that people don’t have to pay additional costs to travel to a bank or ATM to access cash. Digital payments can be made using the mobile phone as well as receiving money through a transfer without the need to handle or deposit cash. In our commitment to the Financial Sector Development Strategy 2018-2030, BPNG has been promoting the development of the necessary infrastructure and policies in PNG to make electronic payments more acceptable and preferred means of payment rather than cash which is currently dominant and more costly to maintain. BPNG launched the new digital financial services for Instant Payment Transactions (IPT) and Point-of-Sale Balance Inquiries (POS-BI) for its members and their customers under Phase 1b of REPS on Monday, 29th March 2021. This means, with the existing multilateral interconnection agreement amongst the REPS members, a customer of MiBank, NCSL and PMBL can now transfer money from his/her bank account to someone else’s bank account using his/her mobile devices via each FIs Unstructured Supplementary Service Data (USSD) mobile banking service. The USSD mobile banking can be used for fund transfers, checking account balances and generating bank statements among other services. IPTs will also be offered by commercial banks in the future. This is an additional service to the existing functionality of REPS which enabled customer use of issued cards at acquiring merchant’s ATM/POS devices and terminals when making payments. POS-BI provides customers of the connected members with the ability to check their account balances at the counter before the purchase of items using any FI’s POS device. The efficiency achieved through the National Switch will also achieve reduced costs and low customer fees for the IPT and no fees for POS-BI services. This efficiency is expected to encourage customers to sign up for mobile phone banking services at their FIs and avoid long queues at the commercial banks. BPNG encourages the clients of FI's to use mobile phones and internet banking and enjoy the benefits of convenience and efficiency of these technological innovations. The Bank also envisages that IPTs will become the preferred payment method and transaction volumes will exceed those of card transactions. This is in line with the current trends in other countries that have modernized their payments systems through digital innovation. The REPS contract has been amended to deliver these additional services promoting the shared infrastructure. In future, under the separate phases of the REPS project, additional services will be added to provide more options, which will encourage a level playing field for enhanced customer choices and improved product and service offerings amongst the micro-banks, savings & loan societies and commercial banks. The operations of the National Switch are governed by the provisions of the National Payment Systems Act 2013, and regulated and supervised by BPNG. In parallel with these developments, BPNG is working on a regulatory sandbox to explore FinTech innovations for better product and service offerings thus encouraging more consumer choice. In a separate project, BPNG is installing a new Central Securities Depository (CSD) system which will give PNG's Financial Institutions, businesses and individuals the ability to invest in Government and Central Bank Securities. The new online service will be launched before the end of 2021 and will be available to all PNG citizens.
