Minister for Justice and Attorney General Pila Niningi highlighted the importance of the 10th Asia Pacific Mediation Forum (APMF) Conference, emphasizing that dispute resolution is rooted in Papua New Guinea's tradition. Speaking to PNG HAUSBUNG today, he explained that mediation is being strengthened through legislation, aiming to reduce court cases by encouraging alternative dispute resolution. "As you know, PNG, in tradition, we have a dispute in negotiations and discussions take place where we resolve problems." "So, now we incorporate it into an Act of Parliament, so we are strengthening it." "In other countries, maybe it's foreign, but to us, PNG, it is not a foreign concept, it is in us." "So, now we are strengthening it so that major cases, a lot of cases come to court." "So, we believe that with these dispute resolutions, we can resolve it." Minister Niningi praised the event's international attendance, including Chief Justices and legal experts, as a testament to its significance. "So that's what we are doing, and we are encouraging and I'm very, very pleased to see that different Chief Justices and many people turn up for this occasion." He also acknowledged the government's commitment to the judiciary, including the completion of the new courthouse. Minister Ninigi also acknowledged Prime Minister James Marape who gave the opening remarks, reiterating government support, stressing the importance of a functional justice system and the government's dedication to promoting justice. "This morning the Prime Minister, James Marape said a number of things, one of which is his government's commitment to the judiciary." "And he's fascinated about it and I also spoke that he's fascinated that the mediator must work." "This current government has put quite a lot into the system to promote justice - we complete paying the new courthouse." "They started but they did not, previous government started but didn't pay." "So we're completely paying it and we hope to open in the near future when King Charles gives a green light, and that's when we'll open it." Meantime, the 10th AMPF conference commenced today Monday August 19th and will run through to Wednesday 21st August at the APEC Haus in Port Moresby.

The Police Traffic Division has received ten brand new motorbikes, as part of an ongoing fleet replacement program by the Royal Papua New Guinea Constabulary (RPNGC). Police Transport Director Chris Smith confirmed in a statement issued today, Monday August 19th, that the initiative aims to phase out aging vehicles and eliminate the need for hired ones. “Our main focus is on the special divisions of the Constabulary and for this case, the Police Traffic Division,” said Smith. “We have given priority to the Police Traffic Division with the purchase of this first batch of ten bikes as part of our preparation for the upcoming visit of the Pope.” A second batch of ten motorbikes is expected to arrive next year. Additionally, 12 cyclists from the Traffic Division will undergo a week-long training with two Australian Federal Police officers. The training will focus on bike usage and VIP escort techniques in preparation for the papal visit.

Opposition Leader Douglas Tomuriesa has praised Gulf Governor Sir Chris Haiveta for his decision to leave Prime Minister James Marape's government and join the Opposition. Tomuriesa commended the move, acknowledging the deep ties Sir Chris has with the ruling PANGU Pati but noting that political loyalty should not come at the cost of the nation’s wellbeing. “On behalf of the Opposition, I officially welcome Sir Chris to the Opposition and acknowledge his steadfast commitment in supporting a greater cause to collectively save this country,” said Tomuriesa. “Sir Chris brings a wealth of experience, knowledge, and capability to the Opposition, and we look forward to consulting him on solutions needed to fix this country in the coming weeks before Parliament.” Tomuriesa noted that Sir Chris’s departure from PANGU was a significant decision. “It is never easy for a member of parliament to switch political affiliations, and Sir Chris is a testament to that,” he said. “With a very respectable position as a senior PANGU Pati leader and senior governor in government, Sir Chris had much to consider before making his decision.” According to Tomuriesa, Sir Chris left the government due to growing concerns about Marape's leadership. “As he outlined, the country is in a very difficult position because of the failing leadership of Prime Minister James Marape." " I know many parliamentarians are making tough and thoughtful decisions on what they should do,” he said. Tomuriesa urged other MPs to follow Sir Chris’s lead, calling on them to prioritize the country over personal political comfort. “My message to MPs in government who are sitting on the fence is to consider the country and not the comforts of politics,” he said. “Us MPs will come and go, but the country will always be here." "It is our decision to stand up for change that will save this country.” He further emphasized that Sir Chris's defection sends a strong message. “If a senior leader like Sir Chris, a man who has experienced the politics of the ’90s and 2000s and is a former deputy prime minister, can see that things are not well, then there is no excuse for us all to assess our political convictions and make a stand for this country.” Joining in support of Sir Chris, Abau MP Sir Puka Temu also welcomed his decision to switch sides. Sir Puka, along with MPs Kerenga Kua and Peter O'Neill, officially welcomed Sir Chris on behalf of the 33 leaders in the Opposition. “I am encouraged that Sir Chris made the bold decision to resign from government, especially when his leadership provided a lot of credibility and stewardship to the PANGU caucus,” Sir Puka said. “He has demonstrated a lot of patience and optimism to support the Prime Minister, but as many of us have come to realize, that support can only go so far when the country continues to suffer because of incompetence.” Sir Puka agreed with Sir Chris’s reasons for leaving the government, pointing to a range of failures under Marape’s leadership. “The catalogue of Marape's failures he highlighted are explicit and are directly the reason why the country's leadership has become complacent and stagnant,” Sir Puka said, citing unaccounted COVID-19 funds, the lack of an APEC 2018 expenditure report, issues with landowner rights in the PNGLNG project, and questionable multi-million kina deals. Sir Puka concluded by noting the significance of Sir Chris’s defection. “Sir Chris is a PANGU man and has a longstanding connection to the party from his days as party leader. It is not an easy decision to leave a government that is led by your party, but evidently, there is much to be desired from the Prime Minister's leadership.” In response to Sir Chris’s departure, Prime Minister James Marape acknowledged the Gulf Governor’s right to change political affiliations but urged him to be transparent about his reasons. “He knows the vote-of-no-confidence is on, so he should get real, and tell us the real reason why he is leaving Government and joining Opposition than hiding behind the age-old issues of equal distribution of resources,” Marape said. Nonetheless, Marape expressed respect for Sir Chris’s extensive experience and affirmed his right to make independent decisions.

Police Sector Patrol 100 officers in the National Capital District on Wednesday August 14 acted swiftly after receiving a report of armed men robbing a Badihagwa Secondary School bus. The robbers stole laptops, phones, and exam papers from teachers headed to the school. After being alerted by the victims, police quickly responded to the scene and began searching the nearby settlements. During the search, police officers discovered a homebrew operation in progress, although the suspect managed to flee. Several individuals were apprehended and were questioned by authorities. The brewing and consumption of homebrew continue to be a significant problem in settlements, contributing to crime and violence in the city, and according to police records, many weekend fights and criminal activities are linked to the consumption of homebrew. Police are urging community leaders and parents to report illegal activities and assist in investigations. They are also asking the public to help identify the individuals involved in the school bus robbery and homebrew production. Authorities are working hard to raise awareness and crack down on such activities to ensure public safety.

Minister for Environment Conservation and Climate Change, Simo Kilepa, emphasized PNG's dedication during his remarks at the 3rd Voice of the Global South Summit (VOGSS 3.0), held virtually on August 17, 2024. Minister Kilepa highlighted that, like many developing nations, Papua New Guinea is at the forefront of addressing global climate challenges. He stressed that the nation is actively working to build climate resilience and meet its climate targets through practical initiatives. "Our commitment to addressing climate change and fostering environmental sustainability is unwavering," Minister Kilepa said. The Minister also recognized the critical role of technology and international partnerships in achieving PNG's climate goals. He noted that countries like India, with their advanced expertise in green technology, renewable energy, and climate adaptation, are key partners for PNG. “We believe that increased collaboration between our nations in these areas will significantly bolster our capacity to tackle climate change and promote sustainable development,” Minister Kilepa stated. Papua New Guinea's strategy includes enhancing renewable energy, promoting sustainable agriculture, and advancing environmental conservation. The Minister said that exchanging knowledge, expertise, and technology with countries like India could further strengthen PNG's capacity to achieve these goals. The National Court in Popondetta on Friday August 16th, has dismissed an election petition challenging Governor Gary Juffa's 2022 victory for Northern Province. The petition, filed by Mrs. Jean Eparo Parkop, accused Juffa of election bribery through his agents. However, the court found no evidence to support these claims. The petition originally included complaints against the Electoral Commission of Papua New Guinea, but these were dismissed in May 2023. The court then focused on the bribery allegations. Despite six witnesses testifying, their evidence was inconsistent and lacked support. A key allegation was that on July 8, 2022, Oro Provincial Administrator Trevor Magei gave cash to a local councillor to distribute to voters in exchange for their support for Juffa. The court found no proof linking this cash to Juffa and deemed the witnesses' testimonies untrustworthy. The court ruled that the petitioner failed to provide direct evidence of bribery from Juffa and dismissed the claims as speculative. Governor Juffa spoke to the media outside the courthouse, expressing his gratitude to the people of Oro for their support. “This victory belongs to the people of Oro,” Juffa said. “I had no doubts about our position. We have maintained our integrity, and the allegations against me and other respected professionals and leaders were entirely baseless and unnecessary.” He also mentioned plans to review Papua New Guinea’s defamation laws due to the damage caused by the accusations. “We can now redirect our focus to the important work that lies ahead without the distraction of these unfounded claims,” Juffa added. Juffa encouraged those wrongfully accused to consider legal action to address the harm to their reputations. He also thanked the people of Oro for their continued support, attributing the court’s decision to their steadfast backing.

Stalled foreign investment: The Papua LNG Project, initially slated for 2022/23, now delayed until mid-2026; 3. Failed infrastructure development: Billions spent on roads under the Connect PNG program, with contractors left unpaid and projects incomplete; 4. Lack of transparency in key decisions: No clear outcome from the APEC report, the UBS Loan scandal, and the opaque sale of BSP shares; 5. Corruption in contracts: A K66 million contract to a close associate for dumping soil from Paga Hill to the old port; 6. Unresolved legal matters: Ongoing legal issues with the Chief of Police and the mishandling of Paraka-gate issues; and 7. Neglect of the PNG LNG Project: Legacy landowner issues remain unresolved, despite being a key promise of Marape’s leadership. Sir Chris also raised concerns about the illegal transfer of K20 million intended for Gulf landowners, an act he attributed to Marape. “The illegal transfer of K20 million without proper authorization is just one example of the financial mismanagement that has infiltrated our national government." Haiveta urged his colleagues in the Government to join him in the Opposition, emphasizing that the country deserves better leadership. “Our country deserves leadership that is transparent, accountable, and truly dedicated to the well-being of all its citizens. The time has come to put aside political differences and focus on what truly matters: the future of Papua New Guinea,” he declared. He called for an urgent National Convention of Pangu Pati to address the “total breakdown in party leadership” and resolve the ongoing issues within the party. According to Haiveta, the leadership of the Parliamentary wing has operated in isolation, allowing for the creation of a “parallel Pangu Pati office” that is not recognized by the party’s administrative wing. Despite the turmoil, Haiveta shared his hopeful vision for the future of Papua New Guinea. “My vision for Papua New Guinea is one where the government works for the people, not against them. Police are planning and deploying security for three major national events in September. Police Commissioner David Manning said these events include the resumption of Parliament on September 3rd, the visit of Pope Francis on September 6th, and the 49th Independence celebrations on September 16th. “Police are well placed to support with high profile upcoming events over the coming month leading into the year of Independence celebrations,” Commissioner Manning said. “Each of these events carry different security risk factors, requiring unique planning and operational deployments. In the coming weeks our communities will see more police on the streets, as our security planning is put into practice ahead of these major events.” For the Parliament resumption on September 3rd, police will ensure that Elected Members, the Speaker of Parliament, and their staff can work without interruptions. The police aim to keep supporters calm and law-abiding. The Pope’s visit is a high-security international event. It involves coordinating with the Vatican and implementing extensive security measures for public engagements, as thousands of Christians are expected to attend. This involves the implementation of a broad range of security protocols to ensure the smooth flow of members of the public and the security of official events. “Our people of all Faiths are eager to welcome the Pope and his messages of hope and goodwill,” Commissioner Manning added. Finally, the 49th Independence celebrations on September 16th will kick off a year of national events. "It also marks the start of twelve-months of events of national significance right around our Country." "This will require substantial co-ordination with Provincial and District Commands to ensure these twelve months of national celebrations are undertaken in a safe and secure environment." The RPNGC, with its experience and training, will work closely with the Defence Force, Correctional Services, and other partners to ensure security during these events. "Operating cooperatively, as a well-oiled machine, is critical to ensuring the security sector effectively serve our communities." "There is further close co-operation with other key stakeholders including Immigration and Customs, the National Airports Corporation, Air Niugini and the National Events Secretariat." "We are a proud Nation with a robust democracy, and the RPNGC will continue to ensure the safety of our communities while they participate in these important national events."

On Friday, August 16th, Prime Minister James Marape re-opened the Radiotherapy Treatment Service at ANGAU Memorial Hospital in Lae, Morobe Province. This facility, part of the National Cancer Services Unit, cost K20 million and took four years to build, starting in 2019, and is equipped with the latest technology and a skilled team of healthcare professionals. “The re-opening of the Radiotherapy Treatment Service signifies a big step forward in the provision of advanced healthcare services to the people of Papua New Guinea, particularly those battling cancer,” said Prime Minister Marape. He added, “I want our ordinary people who have been diagnosed with cancer and heart diseases to be able to be treated here in PNG instead of struggling to get medical treatment overseas.” Prime Minister Marape noted that this facility brings hope and access to much-needed treatment for patients in the region. He thanked the Morobe Provincial Health Authority, the Australian Government, and Kumul Petroleum Holdings Limited for their support. He assured that the government remains committed to ensuring quality healthcare services for all citizens, especially in the fight against cancer.

Former Prime Minister and current Member for Ialibu-Pangia, Peter O’Neill, has asserted that a Vote of No Confidence (VONC) against Prime Minister James Marape will occur in September. In a media statement released on August 15th, O’Neill emphasized that the power to decide whether a VONC takes place lies with the Constitution and not with Marape. O’Neill also accused Marape of being more focused on maintaining his position than addressing the country's pressing issues, such as the rising cost of living. "In recent days, Marape has been extra busy not lowering the cost of living but ramping up the same old rhetoric that he will allow a VONC.” He added, "Marape is misleading himself. It is not for him to decide." He explained that the Constitution, as crafted by the nation's founders, grants the power to move a Motion of No Confidence equally to all Members of Parliament, not just the Prime Minister. O'Neill criticized Marape for allegedly attempting to shut down the VONC process and accused him of using "bully tactics." "Our people are respectful of the Constitution, hoping that the pressure valve deliberately installed in our democracy to let off pent-up steam - to prevent civil unrest – is the Vote of No Confidence procedure.” He urged Marape to welcome the test to his leadership rather than suppress it. He further alleged Marape of having no genuine concern for the people, the country, or the Constitution and that he is allegedly using these institutions merely to enrich himself and remain in power. "If you cannot see or hear the cries of our people and the business community then you surely must see how those once loyal to you are speaking up and leaving your leadership.” He also hinted at alleged attempts by Marape to silence dissent, particularly among students, and to use force against those who oppose him. However, O'Neill emphasized that he remains committed to democracy and has no intention of inciting unrest.

However, the battle for survival at the bottom of the table is fierce, with Kuni, Stray Dogs, and Kupandas already set for relegation to Division 1 next year. The game to watch will be between Rabiz Narduk 1 and Weigh Inn Barracuda - the winner will stay in the Premier Division, while the loser will be relegated to Division 1 for the 2025 season. This showdown is expected to be a nail-biter as both teams fight to stay in the top division. In Division 1, the race for the top two spots between Flying Darts and 51 North is heating up.
