CLARIFICATION OF PNG'S VONC PROCESS| UPNG ACADEMIC
Amidst much confusion and misinformation surrounding Papua New Guinea's parliamentary Vote of No-Confidence (VONC) process, Patrick Kaiku, a political science lecturer at the University of Papua New Guinea (UPNG), seeks to clarify the intricacies of this constitutional mechanism.
Kaiku emphasizes that the VONC is a two-week process designed to either fortify or alter the governing executive, serving as a critical tool within the democratic framework.
Expressing concern, he highlights alleged attempts by the current government to mislead the public.
He says the government has been claiming ulterior motives among power-hungry MPs, particularly those in the Opposition, seeking to seize control, but reiterated that the VONC is a democratic process that any governing executive must endure after the allowed grace period after being invited to form a government following a National General Election.
Kaiku's scrutiny extends to the revelation by Prime Minister James Marape of discrepancies in the second notice for a VONC motion, including alleged forged signatures, which were not disclosed to the Opposition by the parliament's Private Business Committee (PBC).
This raises doubts about the impartiality of the PBC and calls into question the Speaker of Parliament's neutrality, as the Speaker chairs this committee as per legal stipulations.
Mr. Kaiku reiterated that the VONC is a democratic process of the Westminster Parliamentary System PNG uses.
Kaiku's scrutiny extends to the revelation by Prime Minister James Marape of discrepancies in the second notice for a VONC motion, including alleged forged signatures, which were not disclosed to the Opposition by the parliament's Private Business Committee (PBC).
This raises doubts about the impartiality of the PBC and calls into question the Speaker of Parliament's neutrality, as the Speaker chairs this committee as per legal stipulations.
Additionally, Kaiku points out procedural inefficiencies in parliament, noting that the PBC convenes only once a week, thereby prolonging the VONC process unnecessarily.
Moreover, Kaiku underscores that while the VONC is commonly associated with challenging the Prime Minister, it is important to recognize that the relevant legislation permits its application against any Minister in the government.
His insights were shared during an information-sharing briefing for PNG journalists, organized by ABC's Media Development Initiative, aimed at fostering a deeper understanding of PNG's political landscape and parliamentary procedures among the media fraternity.
In terms of legislation, the PNG Constitution outlines the procedures for a VONC.
Section 145 of the Constitution permits a motion of no-confidence to be brought against the Prime Minister or any Minister, requiring at least one-seventh of the Members of Parliament to support the motion in writing.
Once submitted, the motion triggers a two-week period during which Parliament must deliberate and vote on the motion, and if successful, the Prime Minister or Minister must resign, leading to the formation of a new government or the appointment of a new Minister.
According to Mr. Kaiku, PNG's parliamentary history has seen seven Votes of No-Confidence (VONC), with the initial three proceeding smoothly while the subsequent four were marked by notable controversy, reflecting Parliament's evolving sophistication amidst ongoing legislative amendments and legal disputes.
The first instance occurred in 1980, leading to the replacement of Prime Minister Sir Michael Somare by Sir Julius Chan, followed by transitions in 1985 and 1988 involving Sir Michael and Paias Wingti, respectively.
The last successful VONC was in 2019, when Prime Minister Peter O'Neill resigned amid a mass defection from the PNC Party, resulting in James Marape assuming office.
While recent VONC attempts by the Opposition have yet to be addressed in Parliament, they may be considered when the legislature reconvenes in May.

NFA & UNITECH COLLABORATE TO ESTABLISH FOOD TESTING CENTER
In a significant collaboration between the National Fisheries Authority (NFA) and the Department of Applied Sciences at Unitech, the Food Testing and Monitoring Center has been established.
The project, which originated in 2012, saw its first memorandum of understanding signed in 2014, with a revised agreement inked in December 2022.
Under this partnership, NFA has provided crucial support for the establishment of the Food Testing and Monitoring Center, including the acquisition of advanced equipment.
This equipment includes state-of-the-art tools such as ICPMS for trace element analysis, mass spectrometers for organic containment analysis, and high-performance liquid chromatographs.
The utilization of such cutting-edge analytical equipment affords the Center the ability to delve deeper into samples, facilitating the detection of trace levels of contaminants.
This capability is particularly crucial for meeting the stringent European Market requirements for fish and fishery products from Papua New Guinea.
Established as a competent authority within the Pacific Region, NFA holds a unique position, granting Papua New Guinea direct access to the European market for its fisheries products.
This advantage is not enjoyed by other Pacific countries, as they lack a similar competent authority.
The importance of laboratory testing in meeting European market requirements cannot be overstated, thus prompting the collaboration between NFA and Unitech's Department of Applied Sciences.
The Center is currently undergoing accreditation, with the PNG Laboratory Accreditation Scheme conducting its initial assessment in December of the previous year.
The aim is to fulfil the specified requirements under ISO17025, ensuring competence in testing and calibration laboratory operations.
NFA has also demonstrated its commitment to extending services beyond its immediate scope, recently presenting a vehicle to the applied science department as a symbol of support.
Plans are underway to offer testing services for a range of contaminants, including pesticide residues, in addition to expanding testing to food crops such as coffee, cocoa, and honey.
While the focus remains primarily on testing fish samples for NFA, the Center anticipates broadening its services to encompass other agricultural products.
Currently, the Center conducts testing for NFA through quarterly surveillance monitoring, wherein fishing companies submit samples for analysis.
In addition to chemical analysis, the Center is also engaged in microbiological testing to detect pathogens and microorganisms, ensuring the safety and quality of food products.
Such testing is vital in maintaining product integrity, particularly in environments where degradation can occur rapidly, such as during transportation and storage.
The establishment of the Food Testing and Monitoring Center underscores a significant step forward in ensuring the quality and safety of Papua New Guinea's fisheries products, thereby bolstering its position in the international market.

HOCKEY PROGRAMME GAINS MOMENTUM IN LAE
The Health Programme initiated by the Oceania Hockey Federation in Port Moresby approximately two years ago has gained significant traction in Lae, with a remarkable turnout of over 90 participants recorded last weekend.
The programme, which commenced in early February with just 30 participants, has steadily grown in interest with each passing weekend, according to Development Officer Martin Pomat Kanamon.
Kanamon, who spearheads the initiative, noted that the sessions typically begin with teaching hockey basics and culminate in engaging, fun-filled games.
"Hockey is a natural game, so by the second weekend, most children had grasped the fundamentals."
Kanamon âhighlighted the diverse age range of participants, which includes children as young as four years old across various categories such as under 10, under 15, and under 20.
The overarching goal of the programme, as outlined by Kanamon, was to establish a competitive Lae Hockey team for the under 21 championships scheduled to take place in Kokopo this November.
To achieve this objective, Kanamon emphasized the need to bolster participation rates among children while concurrently launching a junior competition to sustain their interest in the sport.
"We aim to foster a thriving hockey community in Lae through this programme."
"It serves not only as a means of promoting healthy living but also as a constructive weekend activity for children to socialize."
Acknowledging the challenges faced, particularly in terms of equipment shortages, Kanamon underscored the importance of securing sponsorships to support the programme's expansion.
Vital equipment such as hockey balls, bibs, sticks, and a loudhailer are essential for facilitating effective training sessions and fostering a good learning environment for participants.
Kanamon, appointed as the development officer in July last year, brings a wealth of experience to his role, with a lifelong dedication to hockey.
Having commenced playing at the age of six, he achieved his first representative selection for the Lae side at age 10, subsequently making his debut for Papua New Guinea in 2010 at age 19.
With nearly 26 years of involvement in the sport, Kanamon is poised to drive forward the growth and development of hockey in Lae.

LAE SOFTBALL REVIVAL GATHERS MOMENTUM| FREE SESSIONS
The Lae Softball Association (LSA) is making a spirited comeback, inviting enthusiasts to join them in rediscovering the joys of softball, free of cost.
After the hiatus caused by the COVID-19 pandemic three years ago, the LSA is back in action, with a resolute focus on reigniting the passion for the sport.
President Lindsay Pulu, buoyed by the ongoing Slow Pitch Mix Softball Challenge, expressed optimism about the revival.
"It's surely one way of reviving back the interest, and we will see how we can build on from there to get the game up and running in Lae in 2024."
Acknowledging the initial hurdles faced due to the nationwide absence of softball, Pulu emphasized the need to start afresh.
He urged individuals, teams, groups, and the business community to rally behind Lae Softball, viewing partnership as a vital step towards rejuvenating the sport.
The ongoing Slow Pitch Mix competition, featuring teams such as Tigers SC, Puma D10ers, Jetz, IS&T Manalos, Marlins Black and Yellow, Nadzab Reds, and Bismark, serves as a prelude to the upcoming fast-pitch season in 2024 for both men and women.
Pulu stated that this would be the timeline leading into the 2024 proper season.

MAINTENANCE OF TOKUA AIRPORT RUNWAY BEGINS
After a long wait, repair work on the Tokua Airport runway in Kokopo District, East New Britain province, commenced on Tuesday the 27th of February this year.
The airport according to a statement from the ENB Provincial Administration, is currently undergoing pavement repairs and an overlaying of asphalt on the 300 meters by 12m damaged part (pothole) of the 1, 720-meter runway, that was believed to have been caused around the early 2000s as heavier aircraft were introduced to Tokua airport.
It is reported that since then, the damaged part of the runway has reduced its length, and thus downgraded the services to smaller planes like Dash 8 and Q400 for Air Niugini and similar planes for PNG Air and other operators.
Maintenance work is being carried out on the central part of the runway by Hebou Constructions Limited and will take 4 months to be completed, depending on the weather conditions.
ENB Governor Honorable Michael Marum and Gazelle MP & Minister for Fisheries Honorable Jelta Wong were on hand for a site inspection on Wednesday February the 28th.
The reconstruction work covers excavation of pavement, construction of cement treated base course pavement, asphalt overlay and grooving, runway line markings and drainage improvement.
National Airports Corporation (NAC) Tokua Operations Manager Russell Paliai said that the runway repair is on stage one which will cover a length of 850 meters by 12 meters width and will take a duration of 6 weeks.
âThe runway is reduced by 850 meters, and we are only expecting Dash 8 to land. The first stage involves the removal of the old asphalt, then the laying of cement, followed by placing of newer asphalt.â
âHebou Construction Ltd shipped the asphalt materials from Port Moresby and the asphalt plant and pugmill from Lae for the maintenance work on the Tokua airport runway.â
The repair work is aimed at fixing the damages on the 1,720-meter runway, and to build a stronger pavement that is durable and can withstand the weight of planes.
Meanwhile the National Airports Corporation is funding the reconstruction of the runway at a tune of K12 million and expect the project to be completed by June this year.

ABC DEVELOPMENT ARM SUPPORTS PNG HEALTH PROGRAM
In an effort to tackle misinformation and boost public trust in vaccinations, ABC International Development is supporting a Papua New Guinean national health promotion program.
'Tok Immuniti' meaning 'Talk about Immunity' is the national campaign that was launched on 29th February 2024 with the support of the PNG National Department of Health and the Australian Government.
This program according to a statement, puts digital and physical resources in the hands of provincial health workers, empowering them to speak knowledgeably and confidently about immunity and vaccination to actively address rumours and misinformation in their communities.
With aims to run a five-week national multi-media campaign that will inform PNG citizens about the importance of vaccination whilst introducing health workers around the nation to an innovative digital app featuring videos, fact sheets and a chat function as well as have access to pamphlets, posters, radio, TV and online information.
All these resources have been developed with consideration for the context in which health workers will use them, including variable levels of internet access and knowledge about the role vaccinations play in preventing disease, and diverse language preferences.
ABC International Development Lead, Jo Elsom stated that 'Tok Imuniti' is an example of how a commitment to sharing quality information can save lives.
"Its a campaign that breaks new ground and reflects the outstanding skills and advice of our Papua New Guinean partners."
"By partnering with PNG communications and health specialists, and leveraging the ABC's media and communications expertise, together we are supporting workers to have the necessary confidence to promote good health practice, and back it up with credible information resources that make sense to the community."
Meanwhile ABCID and PNG creative agency Vatava Media consulted extensively with community health workers to understand what was needed to address vaccine hesitancy in a culturally relevant way.
The result is a mix of personal vaccination stories and data that counter misconceptions in entertaining and informative ways.

SIALES U19 EYE SPOT IN ICC U19 WOMENâS WORLD CUP
The PNG Siales U19 will hope to win their Bali tournament to secure a spot in the ICC U19 Womenâs World Cup in early 2025.
Cricket PNGâs Talent Identification Manager, Rodney Maha said they are impressed with the current talent pool, who returned to their provinces last week.
âThere was a lot of talent shown with U19 players flying in from around PNG. They came from Milne Bay, Lae, Kimbe and Central to join the majority from NCD which has the biggest cricket talent pool.â
He said the current team is based around a core group of players from the Under 19 squad that took part in the Cricket Australia U19 Championship in December 2023.
The select squad will be announced following preparations for their travel to Bali, Indonesia for the ICC East Asia Pacific World Cup Qualifier from May 13th â 22nd, 2024.
âThe Siales U19 women will play two T20 matches each Saturday over the next 3 weeks, starting from 2nd March 2024+,â Siales Coach Mahuru Dai said,
âThe selection of this squad involves looking at their skill level under pressure in match situations, and on 18th March 2024, at the end of the three weeks of matches, we will announce a reduced 18-player Siales squad.â
âCricket PNG hopes to soon announce a preparation tour for the Siales in late March with the team returning in time for the Isuzu T20 Smash in Port Moresby, starting on 20th April 2024.â

COMMERCE MINISTER HAPPY WITH JAPANESE INVESTOR VISIT
Commerce & Industry Minister Win Bakri Daki, through the Papua New Guinea Investment Promotion Authority (IPA), has expressed satisfaction with the visit of a 50-member Japanese investor delegation to Papua New Guinea, despite recent negative media coverage.
He highlighted the importance of their presence in boosting investor confidence and demonstrating PNG's ongoing commitment to business.
âWe are honoured and humbled to have you with us during our challenging times.â
âYour visit signals a great message to the outside world that PNGâs problems are not unique to whatâs happening around the world, and it adds to our endeavour to rebuild investorsâ confidence and demonstrate that PNG is still open for business.â
He said discussions during the forum focused on various sectors including energy, infrastructure, tourism, environment, and agriculture, aiming for sustainable economic development through collaboration between Japanese and PNG private sectors.
âI will be working with my Ministry after this forum to ensure continued dialogue to maintain trade and bilateral arrangements between PNG and Japan.â
Minister Daki also proposed accompanying the Prime Minister to Japan for the Pacific Islands Leaders Meeting to strengthen bilateral relations further.

SAII KAY TO LAUNCH MALOLO AND UNLOVE TOUR
Local Papua New Guinean singer/songwriter, Sailas Kania Jnr, best known throughout the country as âSaii Kayâ is launching his Malolo and Unlove Tour on the 1st of March at the Cosmopolitan here in the Nationâs Capital which will be the first of the twelve provinces that he will be touring.
âI am really psyched about the MALOLO and UNLOVE TOUR show.â
âFans can expect all our latest hit songs. We are set on giving a really good show.â
âThe first leg of the tour will be in the month of March.â
Following the tour launch on, 1st March at the Cosmopolitan, Saii Kay and Uralom Kania with the backing of the Minigulai band on tour will be performing in Lae at Club 99 on 8th March, Madang at Pils Rapa on 15th March and in Alotau at Cameron Club on 22nd March.
âI will be visiting twelve provinces in total.â

Furthermore, he was grateful to have come this far in his career and has encouraged other upcoming young singers to continue to work towards making a name in the industry.

CRICKET PNG ADVANCES U19 TEAM SELECTIONS
Cricket PNG announced the progression of its Garamuts Menâs U19 and Siales Womenâs U19 selections to the next phase, with both teams set to compete over the coming weeks as part of an extended selection process.
Training for the Garamuts Menâs U19 team began on February 19 and will continue for five weeks, focusing on strategy, skills, and physical conditioning, with the final 18-player squad to be announced in April.
The Garamut's 28-player train-on squad will compete in 50-over matches from 10:00am this Saturday and Sunday at Bisini Oval, in Port Moresby.
Meanwhile, the Siales Womenâs U19 team is gearing up for the ICC EAP U19 World Cup Qualifier in Bali, Indonesia, with their squad selection based on performances in T20 matches over the next few weeks.
Expected to attend the matches from the selection committee are David Bishop, Head of Selectors, Rodney Maha- Talent Identification Manager, Chris Amini, Menâs Selector, Garamuts Coach, Jack Vare-Kevere, and Senior Manager & Barramundis Coach Tatenda Taibu, on his return from the current Barramundiâs tour.
CPNG said they will select a final 18-player squad that will be announced between the 15th and 19th of April 2024.
The Garamutâs team will travel to the ICC East Asia Pacific (EAP) Division 2 Qualifier in Apia-Samoa in July 2024, so the final 14 will be announced in June.
Meanwhile, the Siales U19 team is also well into their preparation for their trip to Bali, Indonesia for the ICC EAP U19 World Cup Qualifier from May 13th to 22nd 2024.

PNG-INDONESIA DEFENCE PARTNERSHIP RATIFIED
Papua New Guinea officially ratified the long-awaited PNG-Indonesia Defense Cooperation Agreement (DCA) on February 21, 2024, marking a significant step in their relationship.
Minister for Foreign Affairs, Justin Tkatchenko, signed the Instrument of Ratification, triggering the agreement's full entry into force.
The DCA, first signed in 2010, aims to strengthen military ties, discuss strategic issues, and address border security concerns between the two countries.
Ratification will allow coordinated efforts to tackle illegal border activities, improve military surveillance, and promote cooperation in defence operations.
The agreement highlights PNG's commitment to safeguarding its sovereignty and promoting peaceful coexistence with Indonesia.
Minister Tkatchenko said the DCA will be reviewed five years from the date of the entry into force of the agreement.
He stressed that the DCA is of critical importance of security for the internal stability and international credibility of PNG because it security, encompassing commerce, trade, and safeguarding national identity, is essential for fostering trade, investment, and business relationships.
He further said that addressing security challenges along the border corridor, especially through agreements like the Defense Cooperation Agreement (DCA) with Indonesia, is vital for enhancing PNGâs security capabilities and ensuring its sovereignty.
âWe must be able to provide assurance to our people, that we are able to guarantee Papua New Guineaâs well being and safety, and at the same time protect investment and foreign citizens living in our country.â
âThrough this DCA we hope that we can build a resilient PNG through these sorts of collaborative arrangements."
"Having ratified the DCA, PNG will now institute the necessary internal arrangements in collaboration with the relevant line agencies such as the Department of Defence, the PNG Defence Force including the Department of Foreign Affairs to implement the Agreement."
The Indonesian Government while waiting for the Papua New Guinea Government to formally ratify the Defence Cooperation Agreement, has rendered support to the PNG Defence Force by mutual interest of strengthening the military relationship.
The assistance rendered includes provision to the military band; training of PNG Defense Force Personnel at the Indonesia military staff college and aiding the PNG Defence Force CASA rehabilitation program.
