The Melbourne Storm dug deep to down Parramatta 16-12 in a golden point thriller at CommBank Stadium on Thursday night, stretching coach Craig Bellamy's remarkable winning streak in round one matches to 20. With Cameron Munster nursing a dislocated finger in the second half and Xavier Coates injuring a shoulder, the Storm stayed in the fight long enough to take the game to golden point before Kangaroos hooker Harry Grant scooted over from dummy half to break the deadlock in the 84th minute. The Storm have not lost an opening round match since Bellamy took the helm in 2003 and this will go down as one of their gutsiest victories given the loss of a number of stars in the off-season and the injury to Munster. The home side opened the scoring in the fifth minute through a Mitch Moses penalty goal after Storm back-rower Eliesa Katoa went on report for late contact on the Eels halfback. Munster remarkably returned to the field after the break and, perhaps inspired by his courage, they grabbed their opening try in the 47th minute when Josh King delivered a sweet offload for Nick Meaney to score. The fullback converted his own try for 6-6. A big play by Sivo in the 58th minute when he rag-dolled Jahrome Hughes into touch gave the Eels field position for hooker Josh Hodgson to send Junior Paulo over for a try. Slow internet could soon be a thing of the past in the Pacific's most isolated locations with Elon Musk's Starlink said to be looking to enter the regional market. The tech-billionaire's company promises to deliver high-speed internet to the remotest regions, by using thousands of satellites orbiting close to the planet to deliver the service. Cook Islands Competition and Regulatory Authority chair, Bernard Hill, said Starlink wanted to enter the Cook Islands "as soon as they can". "There's a lot of interest in having the option of a Starlink antenna and having direct to the sky access," Hill said. "That includes the Pa Enua, the outer islands, and the Northern Group Islands in particular, which have very small populations, something like Starlink could be quite a game changer." Three companies currently provide internet services to the Cook Islands with Vodafone being the biggest. Hill said another company joining the market was good for competition. "What's necessary is that there is an option for some people and that tends to lead the market in terms of people's appreciation of quality and value, and has a price impact as well." Vanuatu's telecommunication regulator was also working in collaboration with Starlink to get the company a licence to operate. 'Ideal internet solution' for remote areas Paul Brislen, who is the CEO of the New Zealand Telecommunications Forum, said low-earth orbit satellite companies like Starlink were an ideal internet solution for people living in remote areas. He said it was far more cost effective than building a fibre connection to an isolated property. "I think we're going to see satellite coverage in parts of the world that have never had voice or data services before and that's very exciting for people who are working at the extreme edges of civilisation," Brislen said. He said people who never previously would be able to, would now be able to stay in touch, call for help when needed, share remote research and study without needing to move to a big city. "I think it's tremendously exciting to finally have a solution that works so well for rural and remote communities." However, Brislen said there were limitations to low-earth orbit satellite providers including services getting congested if there are too many users in the same area. He also said "rain fade" could be a problem, which is when signal is unable to travel through the atmosphere to deliver the content. Brislen said it would be especially difficult if the satellite signal had to get through areas with a lot of ash in the atmosphere. Vanuatu warning to local Starlink users In Vanuatu people are already using Starlink despite the company not being approved to operate. The country's telecommunication regulator earlier this month warned that any of the company's equipment brought into the country would be confiscated until it gets a licence. The regulator's competition and consumer affairs manager, Roger Jimmy, said people were using the service illegally. "We have a number of people who told us they're using Starlink and at the moment we're working closely with the customs department to inspect all of the equipment entering the country," Jimmy said. He said Starlink did not know how this could have happened. "They told us that they have no idea of what's going on or why people are bringing their devices to Vanuatu. It seems people possess this from either from New Zealand or Australia and bring it to Vanuatu." The Canadian government is banning TikTok from official electronic devices, making it the latest to announce restrictions on the short-form video app in light of cybersecurity concerns. The ban is set to take effect on Tuesday. Government-issued devices will be blocked from downloading TikTok, and existing installations of the app will be removed, according to a statement by the Treasury Board of Canada Secretariat. “Following a review of TikTok, the Chief Information Officer of Canada determined that it presents an unacceptable level of risk to privacy and security,” the statement said. The statement by Treasury Board President Mona Fortier said the decision is consistent with those of “our international partners.” The US federal government, along with more than half of US states and the European Commission, have all announced similar TikTok restrictions on devices they manage or permit on official networks. In a statement responding to the ban, TikTok said it was “curious” that Canada had announced the move “only after similar bans” in the EU and the United States, and without contacting TikTok about the concerns. “We are always available to meet with our government officials to discuss how we protect the privacy and security of Canadians, but singling out TikTok in this way does nothing to achieve that shared goal,” a TikTok spokesperson said. “All it does is prevent officials from reaching the public on a platform loved by millions of Canadians.” US and allied officials have expressed concerns that TikTok or its Chinese parent, ByteDance, could be forced by the Chinese government to hand over the personal information of TikTok users. Independent security experts have said that type of access is a possibility, though to date there has been no reported incident of such access — something the Canadian government emphasized on Monday. “While the risks of using this application are clear, we have no evidence at this point that government information has been compromised,” the statement said. Port Moresby General Hospital (PMGH) is building a cancer centre that can treat all cancers and people have a higher chance of having their cancers cured if diagnosed early. The Mammogram machine was purchased by Kumul Petroleum Holdings as their support towards the PMGH Modern Cancer Centre. Port Moresby General Hospital has been providing free breast screening for women since the Mammogram was installed last year. After visiting the Port Moresby General Hospital on Monday, the Secretary for the Department of Personnel Management Ms Taies Sansan encouraged women 40 years and over to go for a free breast screening at PMGH. “I’d like to encourage a lot of women out there, our public servants, especially those over 40 years of age, even though they are not feeling anything in their breasts, it’s good to come and have a check-up just to be on the safe side.” “The reason I came to have this breast check-up here at Port Moresby General Hospital is because I am in my mid-40s so I thought it was the right time to come and have a breast check-up.” “I have been given the all-clear by the doctors here at Port Moresby General Hospital so I am very happy indeed.” 56 mammograms have been conducted so far and most of them were confirmed as having breast cancer. Twitter has laid off at least 200 staff in another round of cuts, according to reports in the New York Times. It said the tech giant had cut 10% of its current workforce, which it estimated at 2,000 people. This is the latest round of job losses at Twitter since chief executive Elon Musk sacked about 50% of its 7,500 employees when he took over in October. As staff learned of their fate, Mr Musk tweeted: "Hope you have a good Sunday. First day of the rest of your life." Esther Crawford, chief executive of Twitter Payments, who oversaw the Twitter Blue verification subscription model, said she was "deeply proud of my team" in a tweet after being among those released. Police in Ecuador have found almost 8.8 tonnes of cocaine in a shipment of bananas bound for Belgium. Police commander Fausto Salinas said the drugs would have been worth an estimated $330m (£275m) had they reached their destination. Ecuador has become one of the main transit countries for cocaine produced in neighboring Peru and Colombia. Last year, more than 200 tonnes of the drug were seized in the Andean country, much of it in the port of Guayaquil. With Ecuador the world's largest exporter of bananas, smugglers often try to hide their illegal consignments among the fruit which is shipped from Guayaquil to destinations all over the globe. This latest haul was found inside a container full of banana cases destined for Belgium. The seizure coincides with a visit by Belgium's Interior Minister Annelies Verlinden and European Commissioner for Home Affairs Ylva Johansson to Ecuador and Colombia. The two officials want to strengthen cooperation with the two South American nations in the fight against drug trafficking. Belgium has become the country where the largest quantities of cocaine have been seized within the European Union in recent years, with the port of Antwerp the main entry point for the illegal drug. The director of the European Monitoring Centre for Drugs and Drug Addiction, Alexis Gosdeel, said earlier this month that the "growing flow of cocaine now threatens the entire European Union". "I am deeply concerned that the expanding EU cocaine market is bringing a rise in violence and corruption on public institutions and governance," he warned. A New Zealand-based media research and publication group has called for an “urgent rethink” on Papua New Guinea’s draft media development policy, saying its proposed regulation plan for the country’s media council and journalists threatened a free press. The Asia Pacific Media Network Inc. (APMN), publishers of the research journal Pacific Journalism Review, said in a statement that it supported the Community Coalition Against Corruption (CCAC) plea for more time to be granted for public consultation. The CCAC is a loose coalition of NGOs chaired by Transparency International-PNG and the PNG Media Council and is supported by churches, chambers of commerce, the Ombudsman Commission and the Office of the Public Solicitor. While noting that the Ministry of Information and Communications Technology had initially granted an extra week following the original 12 days for submissions on the draft National Media Development Policy 2023, the APMN said this was still “manifestly inadequate and rather contemptuous of the public interest”. “In our view, the ministry is misguided in seeking to legislate for a codified PNG Media Council which flies in the face of global norms for self-regulatory media councils and this development would have the potential to dangerously undermine media freedom in Papua New Guinea,” the statement said. The statement was signed by the APMN Chair Dr Heather Devere; Deputy chair Dr David Robie, a retired professor of Pacific journalism and author, and a former head of journalism at the University of Papua New Guinea in the 1990s; and Pacific Journalism Review editor Dr Philip Cass, who was born in PNG and worked on the Times of Papua New Guinea and Wantok newspapers. “The draft policy appears to have confused the purpose of a ‘media council’ representing the ‘public interest’ with the objectives of a government department working in the “national interest’,” the statement said. Risk to PNG media freedom “If the ministry pushes ahead with this policy without changes it risks Papua New Guinea sliding even further down the RSF World Press Freedom Index. Already it is a lowly 62nd out of 180 countries after falling 15 places in 2021.” The statement made reference to several principles for media freedom and media councils, including Article 42 of the Papua New Guinea Constitution, the M*A*S systems of media accountability and ethics pioneered by Professor Claude-Jean Bertrand, and the 2019 declaration for press freedom of the Melanesian Media Freedom Forum. It said the ministry needed to consult more widely and take more time to do this. The APMN called on the ministry to “immediately discard” the proposed policy of legislating the PNG Media Council and regulating journalists and media “which would seriously undermine media freedom in Papua New Guinea”. It also asked the ministry to extend the public consultation timeframe with a “realistic deadline to engage Papua New Guinean public interest and stakeholders in a meaningful dialogue”. It added that “essentially journalism is not a crime, but a fundamental pillar of democracy as espoused through the notion of a Fourth Estate and media must be free to speak truth to power in the public interest not the politicians’ interest”.
