In addition to the new measures issued today (Friday 24th September), I have drafted two specific Directions in relation to how we manage High Risk Provinces domestically and High Risk Countries internationally. If you are fully vaccinated, and coming from a country that is not deemed to be a High Risk country, you will be able to enter Papua New Guinea without quarantine. This is welcome news for Business. The only requirement for International travellers will be to undergo a Covid test upon arrival. If you return a negative result you will be able to leave the airport precinct immediately. If you return a positive result however, you will need to complete 14 day isolation immediately at the traveller's cost. It is important for other countries to respect that Papua New Guinea is a sovereign nation, and is within its jurisdiction to protect its citizens. There is a variant of concern here in Papua New Guinea. We are dealing with a strain that is different to what we saw 12 months ago, and is proving to have high transmissibility, the symptom onset is faster and it is putting a real strain on the health services around the country. Even with the limited testing we are conducting around the country as a whole, the positivity rates are alarming. Factors I have taken into consideration to classify a province as high risk are based around Provincial Risk assessment which include and are not limited to: Number of Tests conducted Number of Deaths Number of hospitalized cases Testing of suspect cases reported We have to accept that COVID-19 is already in every region of our country, and that it is highly likely that this includes the Delta variant. The approach that is being taken in relation to domestic travel is designed to slow the further spread of Delta but still enable as much as is possible to enable people to travel for essential reasons. The most significant control measures will be applied to the High Risk Provinces which are West Sepik, Eastern Highlands and Western Province. Specific to the 3 High Risk Provinces will be a reduction of domestic passenger movements on aircraft, The only pre-approved travel will be for health workers, business travel and students. Negative pre-flight test results will be mandatory for all passengers with tests carried out at the airport before flights depart. For Western Province, passengers are permitted to travel on operational flights into and out of Ok Tedi so long as they are contained in a sterile bubble. There will be zero tolerance for breaking control measures on domestic flights, and fines will be imposed on airlines and passengers who do not adhere to these safety requirements.

A 30 minute boat ride off Kavieng town lies Nusalava Island, which is located in the Tigak group of Islands in the Tikana LLG. The Island which is home to several thousand Islanders also accommodates a primary school and a United Church mission ground. The primary school has been taking in students from the nearby islands since anyone can remember. While there is eagerness to learn this has been met with challenges because the commute mostly by canoes is an arduous journey on a daily basis for the students who’ve had to wake up as early as 3 am just to make it to school on time. Hearing the cries of his people New Ireland Governor Sir Julius Chan handed over a funding of K100,000 two years ago for the Primary school to utilize on vital infrastructure for the school. Finally on the 22nd of September the New Ireland Government led by Governor Sir Julius Chan, Deputy Sammy Missen, PEC members and Education CEO Apelis Benson set foot on the Island to attend the official opening of not one but five impact projects. The delegation was gracefully welcomed by the Nusalava and New Hanover Islanders who lined the picturesque jetty leading up to the school. There was no shortage of happy choruses and dances dedicated to the Government of the day. The impact projects included two student dormitories allowing for students from the nearby Islands to be accommodated on the school grounds, a school hall and two teachers houses. “Nusalava you have put to shame schools in town who only came up with one project with the same amount of funding we gave to you. Liklik money tasol bigpla wok yupla makim. I see a group of proud people because you have achieved so much with the little you have. You are the roots of this generation,” said Sir J. Head teacher Kepas Otnil said it was no easy feat because of the remoteness of the Island. He also presented his acquittal report to Sir J before going on with his remarks. “ We had to use coral to make the cement foundation and the cost of boat hire is very expensive but standing here I am very proud that together with my school board and parents and citizens contributions we were able to complete these projects,” said Otnil. CEO for education Benson Apelis congratulated the school for being the first in New Ireland to produce so many projects using the limited funding as well as submitting its acquittal report on the day of the official opening. He emphasized  that the students were the biggest priority of the province. “Pull strong, because there is something greater out there waiting for you.” Projects officer Jenny Tamela conveyed that the Tigak Islands have received a total of over K1.18 million worth of projects through the New Ireland Government. Upon the delegations departure the locals lined up all the way down to the jetty making sure they shook hands with Sir J and his team. It was definitely a milestone achievement worth celebrating.

WARONGOI ELEMENTARY SCHOOL GETS DIGITAL LIBRARY WARONGOI ELEMENTARY SCHOOL GETS DIGITAL LIBRARY
Over 200 students attending Warangoi Elementary School in Pomio District, East New Britain Province will be benefitting from a digital library after the school received a Sparks Digital Library Kit. The Digital library kit includes 40 Tablets preloaded with over 700 reading books with most of the reading books being written by PNG Writers. The school also received 200 Solar Buddy lights for the students and teachers to use. These solar lights are palm sized lights and can be used for long hours even if they are only charged for a short time. "Early Childhood Education and learning is the most important foundation a child's development and that is where we need to focus on and get it right so the child does not play catch-up when they progress to primary and high/secondary schools.” “That is one of the aim of the project to boost early childhood learning by proving the Digital Library Kit and Solar Buddy Lights to all students and teachers.” “We hope that this project will add value and enhance their learning to excel academically," said Project Leader, Mr Jeremy John. The donation was done by "Digitally Empowering Children to Read" which is an initiative by the Kokoda Track Foundation 2021 Archer Grant Winners. Mr John added that Warangoi Elementary school is the first school to benefit from this project. He further added that since this is the first project, they have not yet planned for the next school but the project will not only be limited to schools in East New Britain Province. The school has been operating without a library and the teachers have faced challenges with reading materials and in preparing daily lessons for the children. The project has been co-funded by the Kokoda Track Foundation, Mundango Abroad, BSP Financial Group Limited and also supported by Westpac PNG Bank Limited, Library For All, SolarBuddies, the Pomio District Office (Sinivit Local Level Government) and the ENB Provincial Education Office.

Prime Minister James Marape has thanked international partners for providing COVID-19 vaccines to Pacific Islands Forum countries. He said this when addressing a virtual Pacific Island Forum Leaders Meeting with UN Secretary General, H.E Antonio Guterres, on the sidelines of the United Nations General Assembly (UNGA) in New York City today. “Across the region, partners have provided vaccines to Forum Island Countries, complementing those that have been secured through multilateral channels such as the COVAX facility,” PM Marape said. “These have assisted the region greatly and continue to strengthen our resilience as we begin to contemplate vaccine-powered recovery, bearing in mind that recovery from the pandemic may remain subdued in the short term as we continue to learn to live with the pandemic.” The Prime Minister said the region valued the assistance provided by the Joint Incident Management Team headed by the World Health Organisation (WHO) and the assistance provided by the World Food Programme and other UN agencies in making the Pacific Humanitarian Pathway on COVID-19 a success and looked forward to continued collaboration. “Recognising the important contribution of the PHP-C, we collectively endorsed streamlining responses to COVID-19 by utilising existing mechanisms such as the PHP-C to support efforts for comprehensive vaccine coverage, and continue discussions on harmonised approaches for regional vaccination certification,” he said. “We have directed that a vaccine certification approach is ready for Forum Leaders consideration when we meet in January 2022. “We look forward to support from the UN in this regard.” PM Marape said in response to the socio-economic impacts of the pandemic, a COVID-19 Economic Recovery Taskforce was established by the Forum Economic Ministers in 2020 to facilitate regional coordination of policy measures and advocacy on key activities. “So far, the Taskforce has been able to assist our Members through the development of a M&E framework to monitor national responses to the Pandemic, developed a freight assistance program to support Pacific Small and Medium Enterprises and is working with Members to address their debt situation,” he reported. “Forum Trade Ministers in 2021 also agreed to a robust work programme on the digital economy that would complement the outcomes of the 2050 Strategy for the Blue Pacific Continent in building capacity on technology and connectivity in the region to empower Pacific Micro Small and Medium Enterprises, in particular women and vulnerable groups, in benefiting from e-commerce opportunities. “Along with these efforts, on-going monitoring of policy responses for socio-economic impacts and recovery efforts looking at health and well being, adaptive learning, inclusive social protection systems and initiatives for sustainable food systems are also being progressed.” PM Marape said given the significant impact of COVID-19 in the region and the progress made to address it, the region now stood at a crossroad where the actions it took today would determine its collective future. “The transmissible nature of the virus, our interconnectedness and continued reliance on connectivity for economic recovery means the virus will not be overcome unless all Forum members remain united, and our regional and international technical organisations work together to strengthen our public health system and prepare our Members for reopening,” he said. “We would like to once again acknowledge the assistance provided to the region by the UN and would like to reiterate our call to the UN to utilize available regional mechanisms, continue to urge global leaders to support the equitable distribution of safe and effective COVID-19 treatments and vaccines, and support our call for a WTO TRIPS waiver for COVID-19 vaccines to realise this.”

‘I dedicate all my games to my mum. She passed away last year so this World Cup is for her.’ Simon fondly remembers his dear mother, as he thanks his family for their support in the lead up to the World Cup games. This is the first time he will be travelling out of the country since his mum passed away, however, he will play in her honor, with all his games dedicated to her. Growing up in Hanuabada, Simon started off in the Under 12 division, modestly revealing ‘it all started there.’ He’s been with the Barras for three years, and fortunately enough all hard work and sacrifice has paid off, as he anticipates the ICC Men’s T20 World Cup. Apart from winning, he’s looking forward to learning from first-class cricket players. ‘If we do make it to the Super12, I’m going to ask as many questions as I can to the first-class players from countries like Australia and India,’ Simon said. This wouldn’t be the first time he’s met first-class cricketers though. He’s met Mark Waugh and Nathan Reardon, and he’ll never forget what Nathan taught him: Time is money; use it wisely. For Simon, he doesn’t have to look far for inspiration, as he points out his captain as one of his role models. ‘Just like me, Assad’s a left-handed batsman and he’s great at his game.’ Cricket has taken him places, literally. Wishing to visit Dubai again after his last tour in 2019, the young batsman hopes to get another glimpse of the Burj Khalifa and the city’s rapidly emerging manmade structures. When he’s away from home his team is his second family. And that’s one thing that Simon is truly grateful for. This skilled Hanuabada fisherman/cricketer adds that cricket has instilled values that no other sport can. He is proof of that. ‘Cricket is a life-changing game. You will learn things that you wouldn’t learn anywhere else.’

Prime Minister Hon. James Marape has commended United Nations Secretary-General Antonio Guterres for his concern about climate change and the 2021 United Nations Climate Change Conference (COP-26) to be held in the United Kingdom in November. He said this after a virtual Pacific Islands Forum Leaders’ Meeting with Guterres on the sidelines of the United Nations General Assembly (UNGA) in New York City on Thursday September 23. Guterres said he was concerned about climate change in the Pacific and other parts of the world, and the success of COP-26, given that not all industrialised nations had yet given their political support. PM Marape welcomed Guterres’ concern about climate change and COP-26, given that he will speak on this very subject, when he presents Papua New Guinea’s Country Statement to the UNGA today (Friday September 24). “Climate change is a subject close to the hearts of all Pacific Island countries as it is wreaking havoc on us,” he said. “I welcome Secretary-General Guterres’ concern about climate change and COP-26, which are issues that greatly concern Pacific Island nations, including PNG. “This is more so because these are the very issues that I will address in my Country Statement to the UNGA today.” PM Marape said Secretary-General Guterres’ statement demonstrated his concern about the very-vulnerable Pacific Island countries affected by climate change, especially in the lead-up to COP26. “The Pacific Ocean, or the Blue Pacific Continent, is home to marine and terrestrial biodiversity and is where the most-vulnerable small island states are being exposed to global threats of rise in sea level due to climate change, and the health and the economic woes brought about by the COVID-19 pandemic. “It is time the big carbon emitters of planet earth own up and apologise to the small island states and all other victims of climate change. “I will elaborate more on this in my Country Statement to the UNGA tomorrow.”

Six years ago, the world embraced the United Nation’s Sustainable Development Goals (SDGs), of which South Pacific Brewery (SPB) took on board, to safeguard our environment. SP Brewery (SPB), through parent company HEINEKEN, recently launched a 2030 Sustainability Strategy. The Sustainability Strategy aims to support the delivery of the UN SDGs. Sustainable Development simply aims to find a coherent and viable equilibrium, in the long term between; preservation of the environment, people’s well-being and development of society. Combined with the economic pillar, this equilibrium will lead to and equitable and sustainable growth. Our survival as a business depends on the future sustainability of our people and communities. We know we can only thrive if the planet and our communities thrive. Over the past six years, great results have been achieved, however, a great deal still needs to be accomplished in the coming years, hence the UN has organised a second edition of the flag action: “Together for the SDGs” on September 24th and 25th 2021 - days the SDG Action Day takes place. By hoisting the SDG flag, organizations, municipalities, companies, civil society organizations, schools and the government show that they are part of this global movement. Prime Minister James Marape is currently attending the 76th UN Climate Conference (COP26) in New York, United States of America. The Prime Minister made known his intention to ask industrialized nations, to do more and to work together with communities affected by deforestation and climate change to find a viable and sustainable way forward to achieve the SDG's as well as the Paris Accord, without compromising the development aspirations of developing country, especially the smaller Island States. The Bank of Papua New Guinea (BPNG) has won the 2021 Duty of Care Award in the category for Innovation in the International SOS Foundation 2021 Duty of Care Awards. BPNG was also awarded an Honourable Mention in the Inclusion and Diversity category. The Awards, announced at the Duty of Care Summit on 21 and 22 September, honour organisations and individuals for their leadership, foresight and strategic innovation. The prestigious Duty of Care Award win pays tribute to BPNG’s development of a world-first digital identity technology, designed to increase financial and social inclusion across PNG. The Honourable Mention in the Inclusion and Diversity category acknowledges the Bank’s commitment to gender equity and inclusion practices as well as financial inclusion. Commenting on the Awards, Governor Loi M. Bakani CMG said receiving international recognition is very gratifying for the Bank’s work in the areas of social and financial inclusion that the Bank has been involved in for some years. “The shortlisted organisations in the Duty of Care Awards are amongst the who’s who of international best practice in employee health and safety and social justice. BPNG’s win in the Innovation category and our honourable mention in the Inclusion and Diversity category send a strong message, that even relatively small nations can make a positive difference to the well being of their citizens. NCD governor Powes Parkop has vowed to address the City's law and order issues as a priority and has introduced some measures as initial steps to fight the increased lawlessness including reviving the Urban Youth Employment Program in the city and shutting down the sale of high content alcohol. "Lately there has been a cry about safety and security issues in the city. As Governor of NCD, I want to let you all know, I hear you," said governor Powes Parkop. "I want to assure you that providing an environment conducive for your peaceful life in the city is a key part of our vision and goals. We understand that living in peace and safety is essential to having a good quality of life." "I wish to therefore assure everyone that the concerns you have will not go unnoticed or go to deaf ears." He said they have many intervention plans which they will keep on implementing and they are determined to do more including considering viable proposals and suggestions from stakeholders in the city. "Indeed enforcement of the law, arrest and prosecution is slow and we need to improve this as soon as possible. We will work with the police in this respect even though the police don’t have enough manpower,"said Parkop. "I have been working in the background to ensure we have the right information and resources to proceed." "Our NCD Police Command have equally been working on this as well." Two weeks ago they held a weeklong workshop with their colleagues in Central Province to develop a strategic plan on how they can deliver police services better and more effectively. "We however can’t wait for the Police strategic plan to be finalized." "We need intervention now. So as a proactive measure, I met with Mr Gideon Ikumu, NCD Metsup and City Manager this week in our capacity as NCD Peace and Good Order Committee to discuss the situation at hand and importantly measures we can undertake immediately." "We note that due to the slow down of economy, coupled with the ongoing pandemic, low employment availability, increased migration to the city, the general public is under tremendous strain and this has led to an increase in social tension in the city and the country." "We agreed to pool all available resources and restore the community safety as priority. Some of the approaches and initiatives we discussed for immediate implementation and consideration includes: 1) To revive the Peace and Good Order Committee in NCD to integrate all key stakeholders. 2) Investigate and shut down cheap high content alcohol that exceeds legal limits. 3) Activate the Urban Youth Employment Program and integrate them with NCDC's ongoing programs to cater for our increasing youth population. 4) Activate all CCTV's installed in the City. 6) Commence the hotspot surveillance in Gerehu, Tabari, Boroko, Manu and Gordons using the improvised community policing model under command of NCD Police. 7) Integrate bus stop wardens, Rangers with community policing. 8) Explore the possibility of deploying dog units from Macgregor at hotspots. 9) ACP Wagambie and I will host a stakeholders meeting ASAP to build community collaboration and hear proposals from stakeholders on initiatives to improve safety and security. 10). ACP and Metsup to present their strategic plans of their proposed response to deal with crime and security challenges in the city within 2 weeks. After the meeting, NCD Metsup Gideon Ikumu said “NCD Police under my command are committed to delivering higher police services to meet challenges in the city. Despite our limitations, we have developed a strategy which will enable us to control the security level by utilizing all our resources and working closely in collaboration with stakeholders and communities to deliver these outcomes. I will deliver the details of this strategic plans soon”. Law and order, safety and security is everyone's responsibility. We started a stakeholders meeting on COVID and on GBV and I will soon call for a meeting to address the Law and Order issue in the city. Together we can address this problem and help our police officers to curb this issue and secure highest level of peace and security in our city and our country. On the same token, I also encourage people to report crimes to the Police and assist with their investigations. Do not spread fake news and create fear among the community.

WORLD CASSOWARY DAY WORLD CASSOWARY DAY
World Cassowary Day is observed on 26th September every year. The second heaviest flightless bird, the cassowary is perhaps one big natural contributor in developing rainforests. Cassowaries feed on the fruit of several hundred rainforest species and usually pass viable seeds. They are known to disperse seeds over distances greater than a kilometre, thus playing an important role in the ecosystem. These magnificent big birds are found deep in the forests and can cleverly disappear long before humans know they are there. All cassowaries’ feathers consist of a shaft and loose barbules. Cassowaries have small stiff wings and whose wedge-shaped bodies are thought to easily ward off forest vines, thorns and saw-edged leaves, allowing them to run quickly through the rainforest. Amazingly, cassowaries are also known to be good swimmers despite having only three-toed feet! Their powerful legs are fearsome with a dagger-like claw positioned in the middle of each foot ready to defend themselves from other animals. Cassowaries can run up to 50km per hour through dense forest and can jump up to 1.5m high. There are three species of cassowary, the Southern cassowary, Northern Cassowary and Dwarf cassowary. You can learn more about cassowaries by visiting the Port Moresby Nature Park where much insight about cassowaries is shared at the Rainforest Retreat where you can walk along the boardwalk and learn. The Port Moresby Nature Park is an international welfare accredited zoo through the Zoo & Aquarium Association of Australasia and is heavily committed to conservation and education, research and most importantly, dedicated to protecting PNG’s wildlife.

BSP KUNDIAWA LIGHTS UP PARI HEALTH CENTRE BSP KUNDIAWA LIGHTS UP PARI HEALTH CENTRE
For close to 15 years, medical staff of Pari Health Center used lamps and phone torch to attend to medical emergencies at night. The health center also had vaccine storage issues as it had no electricity or proper storage facility to keep vaccines. The timely assistance by the BSP Kundiawa branch will make this a thing of the past, work will be easier and efficient for the staff of Pari Health Center. Apart from the solar powered kit and the fridge, the branch also assisted with minor renovations carried out on the health facility, including the donation of pillows and mattresses for patients’ use and some new curtains. BSP Kundiawa Branch Manager Rita Singut said this project and others that are being delivered by other BSP branches across the country shows BSP’s commitment to the people. This project and assistance is part of BSP Kundiawa Branch’s 2021 Community Project initiative. “Despite the travel distance and road condition, our team members took time off the weekends to visit the project site and assisted with general clean-up and painting – That’s commitment by our staff to the communities we operate in and we hope our contribution makes a meaningful and lasting change in the lives of people in our communities,” Mrs Singut added. Sister in charge of Pari Health Centre, Sr Maryanne Bomai in receiving the project by BSP said the provision of health services at the facility were affected by election-related violence over the years, which resulted in the displacement of villages and surrounding communities in the area. “With the special assistance from BSP, we now rejoice because we have lights in the clinic for patients’ treatment and access especially at night. Our vaccines will also be stored in the freezer for proper sterilization,” Sr Bomai added. Since 2009, BSP has delivered 13 community projects in the province, valued at K300,000 and will continue to assist communities through education, health, sports, environment or community worthy projects such as this at Pari Health Centre. Like all other branches across PNG, BSP Kundiawa also carried out Financial Literacy programs in communities, schools and to association groups. Since 2018, close to 2,400 people have benefitted from the Financial Literacy sessions. Comprised of six districts, the Chimbu Province has an estimated population of a little over 400, 0000 people and BSP services the province through its Kundiawa Branch and Sub-Branches in Chuave and Kamtai comprising of more than 30,000 customers.
