OceanVacciTour (OVT) launches AIDOCEAN’s project on World Oceans Day. Supported by the French Development Agency and the Planète Bleue Foundation. AIDOCEAN is a humanitarian vaccination program in the isolated regions of the Pacific. The main goal is to prevent the resurgence of epidemics such as measles, rubella, etc. « In 2019, measles killed 207,500 people worldwide. With the concentration on COVID19 in recent years, WHO estimates that this figure could reach or even exceed one million in 2022, » says the OVT’s chairwoman and nurse Marine Bayer. « “Reported cases of measles have exploded by nearly 80% worldwide in the first two months of 2022, WHO and UNICEF announced last Wednesday.(sources https://bit.ly/3Q6H9S2) ”. The first humanitarian mission will be in Papua New Guinea on the island of New Ireland in September and October of this year. The 8 person team will offer basic medical care and vaccines to isolated tribes to help prevent a possible outbreak of the diseases. « At the end of the day, it is about saving lives » said Marine, a former helicopter pilot in the Navy. The Vaka Motu (offshore canoe) AIDOCEAN will be skippered by Sébastien Destremau for her maiden voyage to PNG. « "I tested a Vaka Motu, a traditional boat from the Pacific Islands last week in the Med and she is the ideal boat for the project!" » said the former Vendee Globe Skipper who retired from ocean racing early this year. Department of Personnel Management Secretary Ms. Taies Sansan has confirmed that the Madang Provincial Administrator is Mr Frank Tonges Lau. Secretary Sansan said, the National Executive Council revoked the Acting Provincial Administrator Mr Clement Tare’s appointment and appointed Mr Lau on the 10th of May 2022 in NEC decision number 229 of 2022. Mr. Lau’s appointment was gazetted on the 30th of May in gazettal notice G426 and it is for a 4-year term. Secretary Ms. Taies Sansan said, the issue of appointment of the Provincial Administrator for Madang is a decision made by the National Executive Council based on a resolution and recommendation by the Provincial Executive Council. Ms. Sansan clarified that the appointing authority is the NEC and it made the decision based on the merit-based process of which the short list of applicants who applied for the position went through the appointments process which also involved the Public Service Commission and the Provincial Executive Council. “I must make it clear that the Department of Personnel Managements mandate is only to facilitate the appointments process. The appointing authority is the National Executive Council who appoints a Provincial Administrator based on recommendations from the Provincial Executive Council”. Secretary Sansan has confirmed that letters have been sent to both Messrs Tare and Lau on the 6th of June to inform them of the revocation and the appointment respectively. A copy of the letter was sent to the Governor’s Office and the Madang Provincial Administration HR. Ms. Sansan said, public servants must remain neutral and refrain from indulging in such standoffs as executive appointments are the prerogative of the NEC. “I appeal to all the public servants in Madang to respect the NEC decision on the appointment of Mr Lau and return to work immediately”.

The National Superannuation Fund, Nasfund, is encouraging its members to utilize all Fund touch points, for all their superannuation queries. These touch points are 17 branch offices around the country, an online member portal and a dedicated call center on phone 1588 that allows convenient access of their choosing. Especially during this busy election period, the Fund notes that there may be disruptions to its operations, especially in areas where there are security issues. Nasfund General Manager Member & Employer Services Anne Wilson is encouraging all members to access these services at their convenience-without the need to fly to Port Moresby. “In 2022, collectively our branch network has served a total of 125,000 members. The majority of these members have been served at our Boroko service centre in NCD, and our Lae Service Centre in Morobe Province. Of these 125,000 members served, just under 30% are members who are requesting for a Nasfund balance statement. 19% are members who are after general enquiries, and 15% are members following-up on their withdrawal applications. Much of the information requested by members can be sourced via our electronic channels. Our electronic channels have been established to make it easier for members to access our services without the need to spend time and money travelling to visit a Nasfund branch office. To assist members access our services without physically visiting a Nasfund branch, the following channels should be utilized; The Fund’s Call Centre on Phone 1588, email help@nasfund.com.pg The Member Online Portal (MOL) on the Fund’s website www.nasfund.com.pg . Blackout and power outage will no longer disrupt classes or printing of materials for classes at Lealea Primary School, thanks to BSP’s 2022 Community Project. BSP Haus Branch lit up the school’s four double story classrooms with a Solar Generator set and installed solar powered streetlights around the school’s campus BSP Haus Branch Manager Rawalo Rawalo and his team handed over the project to the school’s 500 plus students and its 16 teaching staff on Tuesday 7th June, 2022, appealing to the community and the school to look after the facilities. “I hope that through our contribution today, it will make a meaningful and lasting change in the lives of people in our communities,” Mr Rawalo said. Lealea Primary School Head Mistress Ranu Lari in thanking BSP for choosing their school said the solar streetlights have lit up their school, giving it an urban look at night. She explained that while the school has electricity connected, it could not power the entire school. “Words cannot express how thankful we are with this gift from BSP because someone from out there who does not know where the school is located, and does not know how many students attend the school cannot just come and said ‘I’m giving you this.’ “This is a blessing. Thank you very much BSP for your assistance, for your gift. Even though we will experience blackouts or heavy rains, we are still going to operate because of the generator you have given, so thank you,” Mrs Lari added. Meanwhile students of Sangan Primary School in Markham District in Morobe Province now enjoy a newly built e-Library facility that would not only assist students gather information from such a remote school, but also give students the basic knowledge of interaction with a computer. BSP Lae TopTown Branch has setup the e-Library for the students of Sangan Primary School that would see improved quality of learning for students. The donation included Solar Power Supply, three computers with Encyclopaedia and Moodle Learning Management System installed which is available both online and offline, making information available to students at their fingertips. School Head Teacher Yawising Yatap and Board chairperson Jesse Paul both expressed their gratitude and appreciation on behalf of the school and surrounding community for the project stressing that it has been more than 10 years since they last received any sort of assistance.  The project handover took place on 28th May 2022.

The Parliamentary Service netball team taking part in the Private Companies Netball Competition now has a new set of uniforms, courtesy of a sponsorship by the Service through the Office of the Clerk of Parliamentary. The team is gearing up for the upcoming 2022-2023 season which will commence in October after a long spell, as restrictions on COVID-19 start to ease on the sporting front. Players and officials received the uniforms at a presentation ceremony held at the Parliament House Poolside recently. Speaking on behalf of the Clerk of Parliament, First Clerk Assistant, Yape Moses encouraged the team to be good ambassadors of the Service during the competition.  “These uniforms represent the National Parliament as an institution,” she said. “Therefore players wearing these uniforms are representatives of this institution when they are on and off the court.” Ms Moses added that she was pleased that staff members and their dependents were taking part in representative events such as sports, as it was good for networking as well as promoting healthy lifestyles. She wished the team all the best in their preparations and participation for the season, encouraging them also to make the most of their time, bonding as a team and having fun. The supplier of the uniforms is Pacific Uniforms Ltd, featuring its Tura Sports brand.

There must be a concerted effort by the respective government agencies such as Police, PNGDF and CIS officers under the operational command of the Police, Dept. of Finance, Dept. of Provincial and Local Government Affairs and others to work with the Papua New Guinea Electoral Commission (PNGEC) as it seeks to deliver a safe and fair election. Transparency International Papua New Guinea is making this call in-light of the growing reports of election-related violence taking place around our country, in particular some parts of the Highlands region. It is the duty of respective agencies and the civil service at large, to operate independently of politics at this time and to ensure that they uphold their integrity in the delivery of the 2022 elections. Their actions will assist reaffirm public confidence in the electoral process. “The PNGEC needs to ensure it is communicating regularly with the public, providing consistent and accurate information so that citizens can be reassured that the elections are being effectively managed and properly conducted. The delivery of a peaceful election is a shared responsibility that requires leadership from these key players as well as candidates and their respective supporters. TIPNG calls on all citizens to shun any candidate that is instigating violence and to give support to the work of law enforcement agencies so there is peace and good order during this critical time for our country,” said Peter Aitsi, Board Chair of TIPNG in a media statement. “TIPNG has called on the PNGEC to hold regular media updates so the public is kept fully informed of the election preparations, planning and delivery. These communications should also outline the processes for reporting complaints or issues of concern identified by citizens during the election. This will go a long way towards addressing misinformation and disinformation during the election period, which if left unaddressed exacerbate the risk of election-related violence,” said Mr. Aitsi. TIPNG identified the issues of Electoral Management in its 2021 National Integrity System Assessment (NISA) programme funded with support from the European Union (EU). In the NISA, TIPNG drew attention to the worsening state of electoral processes, which raises questions regarding the very democratic underpinnings of Papua New Guinea. To allay these concerns, TIPNG recommended that decision makers and officer holders should prioritize the National Census, register every eligible voter, and implement the electoral laws properly, to ensure integrity within the electoral process.

Maroons five-eighth Cameron Munster put on another masterful display for his state as the underdog Queensland side won a rapid, gritty affair. Western Highlands 2022 Election Operations Commander Superintendent John Sagom said a Police investigation team has been dispatched to investigate and arrest suspects involved in the oil spill at the Kagamuga airport tarmac in the Western Highlands Province. Commander Sagom confirmed that suspects entered the Kagamuga airport in the early hours of Tuesday morning and spilled oil on the airport tarmac causing airline operators to suspend all flights into and out of Mt Hagen. Mr Sagom strongly condemned the act saying it is an act of “terrorism” and vowed to investigate the incident thoroughly and arrest those involved. “This is an act of terrorism. We will get to the bottom of this. I’m calling on the general public to come forward with any information that will assist the police arrest and charge those who are responsible for this act of terrorism. “Let me remind the people of Western Highlands of the wider implications of what has happened here. The rest of Western Highlands, the highlands and PNG is bigger than Mt Hagen. Leaders have to be sensible and responsible. What is happening in Mt Hagen does not speak well for the local leadership if they are going to resort to such acts of terrorism, threats, force and intimidation to have it their way,” Mr Sagom said. There was also heavy police and Defence Force presence mounted around the airport vicinity and within the Mt Hagen township area. Superintendent Sagom said there was a brief moment of concern in Mt Hagen town on Wednesday morning but that was contained by swift response from the Police and PNG Defence Force personnel on the ground. Commander Sagom said a group of disgruntled members of the community living around the Kagamuga airport area staged a peaceful protest march to Kagamuga airport whilst another group staged a protest march in Newtown along the Okuk Highway, blocking off commuters traveling into Mt Hagen town from the upper highlands. The protesters aired their grievances over the appointment and handling of the Mt Hagen Open Returning Officer’s (RO) post. Commander Sagom called on the leaders respect the democratic election process to take place and further appealed to them to take control of the situation and work with the security forces to ensure such acts of terrorism does not occur again.

Chairman of the Inter-Departmental Election Committee, Ivan Pomaleu, has clarified candidates’ ineligibility to contest the 2022 National General Elections. Mr Pomaleu said the Constitutional Electoral Reform of 2002 provides that a person who has been convicted of any indictable offence after the insertion of this law, is not eligible to contest these general elections or subsequent elections. “The law permanently disqualified a candidate for becoming a Member of Parliament. A person convicted of an offence and sentenced to more than nine (9) months, from 2002 to current, is disqualified from contesting.” Mr Pomaleu further clarified that the PNG Electoral Commission should not allow such persons to nominate for public office as this makes mockery of and undermines the country’s electoral process. Mr Pomaleu also emphasised on the laws covering dual citizenship of candidates, adding that Section 50 of the Constitution provides the right to vote and stand for public office. “However, despite this provision that provides the freedom to vote and stand for election, it has now been amended in 2014.” Mr Pomaleu said under the amendment, a person who has dual citizenship of another country is ineligible to contest. Mr Pomaleu further explained the laws on endorsement of candidates, saying that under Section 60 of the Organic Law on Integrity of Political Parties, does not allow a registered political party to endorse more than one candidate in each electorate. “A registered political party who endorses more than one candidate in an electorate, is guilty and is fined K5, 000,” he said.

Around 50 Australian Defence Force (ADF) personnel arrived this afternoon in Port Moresby to provide support for this year’s National General Elections. At the request of the Government of Papua New Guinea, the ADF will be providing logistics and air mobility support to the elections under Operation Kimba or OP KIMBA. This is part of the broader support provided by Australia in preparation for the 2022 PNG National General Elections. [caption id="attachment_22137" align="alignnone" width="594"] ADF OP KIMBA will also provide logistics and air mobility support to the elections.[/caption] OP KIMBA will see over 130 ADF personnel, two C-27J Spartan and a C130J Hercules aircraft from the Royal Australian Air Force, working alongside the PNG Defence Force (PNGDF), to assist the PNG Electoral Commission to distribute electoral materials throughout the country. An initial enabling contingent of OP KIMBA had arrived in the country last week.

The people of Vanimo in West Sepik Province today witnessed a milestone occasion withe the opening of a state-of-the-art Terminal Building with an extended runway which they will enjoy . National Airports Corporation said the new luxurious facility which represents a modern facade and came about from the governments Civil Aviation Development Initiative Program which China Railway Company constructed over a four year period. National Airports Corporation Chief Executive Officer Rex Kiponge boasted that the Vanimo Terminal facility was constructed carefully and installed with the latest and the best equipments and technology to reflect the growth and development aspirations of West Sepik Province going into the future. He said an additional extension of 300m to the aircraft runway further extended the runway to 1960m from the previous length of 1660m will now mean larger planes with more capacity can land and the airport and passenger can enjoy the spacious interior which can accommodate up to 100 people. The terminal is fitted and well resourced with modern facilities, including departure and arrival lounges, passenger check-in counters, baggage conveyor belt, security screening machines, toilet facilities, a kiosks, air-conditioning and other services. Mr. Kiponge said the Terminal was constructed to NAC standards at a cost of K28.8m funded by the PNG government with support from the Asian Development Bank. Mr. Kiponge challenged the people of the greater Sandaun to take care of the facility & most of all, take pride in their new and modern Terminal.

The Marape Government on return to office will combat corruption in high places with renewed vigor. Prime Minister and Leader of the Pangu Pati James Marape said this when announcing that among other cases, the UBS loan scandal especially will be one of his government’s main targets. Mr Marape said the Pangu Pati and his government remained steadfast in strengthening Papua New Guinea’s anti-corruption drive. Mr Marape said his government had already consolidated these efforts through passage of anti-corruption legislation including the ICAC Bill, Proceeds of Crime Bill, Whistle Blowers Act and others including dangerous drugs, family violence, National Pandemic Act and lots more. “We will return to office with renewed vigour to recover the billions of Kina that were deceitfully and illegally siphoned out of the people’s Treasury by the previous government whom we had to boot out to save the nation from total collapse three years ago,” Mr Marape said. “I made this commitment on the floor of Parliament when I presented the 15-volumed UBS Report and my Government will not stop there because this country was being thrown away to the dogs by the O’Neill government. “Had the Pangu-led government turned a blind eye on this disaster, no one would have noticed the K3 billion belonging to the people of Papua New Guinea disappear without a trace. “The international community was laughing at our gullibility in what was a whirlwind of abnormal and highly irregular transaction costing Papua New Guinea and its people billions in Dollars and Kina which just vaporized into thin air without any returns whatsoever. “And now certain leaders have the audacity to attempt diverting the attention of voters away from the glaring daylight billion Kina free give-away in this totally ill-fated and disastrous K3 billion UBS loan by blaming us for the financial mess they caused, and which we are repairing. “They should explain to the voters of Papua New Guinea why they meticulously planned to sell out the country in this manner and rob them of their billions. “I want the voters and our supporters throughout Papua New Guinea to know that one of Pangu Pati’s main pillars of good governance is strengthening the country’s anti-corruption laws and introducing news ones that will ensure transparency and accountability in the management of the economy and delivery of services to the people. “Let me assure our voters and supporters that when we get back into government, we will not rest until we recover what are rightfully the people’s millions from the doomed UBS loan. “Our Government had the guts and the political will to pursue the UBS loan and set up the Commission of Inquiry which revealed the barefaced breaching of every possible financial legislation, procedures and processes in this highly irregular, ill-conceived and ill-advised exercise. “Under that same unflagging resolve, we will pursue full recovery by all means the lost millions, and at the same time prosecute those recommended in the UBS report for their part in willfully robbing our country of its dignity, reputation and international financial standing. “Papua New Guinea should not be a haven for unscrupulous leaders and their foreign friends to deprive its innocent citizens of hard earned cash from their natural resources."
