STUDENTS COMMERMORATE EU CLIMATE DIPLOMACY WEEKS
EU-STREIT PNG joins hands with students and teachers in Sepik region of Papua New Guinea to commemorate ‘EU Climate Diplomacy Weeks’ with a message to promote the use of renewable energy sources to reduce global warming. The EU-STREIT PNG Programme in collaboration with students and teachers from three schools in East Sepik Province marked the Climate Diplomacy Weeks on Friday 21 October 2022 with highlights on the importance, benefits and practical functionality of renewable energy solutions to save the planet from global warming. Led by the Food and Agriculture Organization of the United Nations (FAO), the EU-STREIT PNG Programme brought together 60 students to take part in learning activities that improved their knowledge and understanding of greenhouse gas emissions that have already increased temperatures and are drying up water sources, raising sea levels and threatening lives and livelihoods around the world including Papua New Guinea and the Pacific Region. Participating schools were Passam National School of Excellence, Nagum Secondary and Hawain Technical High. Explaining the purpose of the EU Climate Diplomacy Weeks’s event and the topic of climate change, the EU-STREIT PNG Programme Coordinator, Dr Xuebing Sun, in his official remarks said: “Extreme weather events like intense rain, dangerous storms and prolonged droughts affecting lives and livelihoods are challenges posed by the climate crisis that can undermine human security and increasing the risks of conflict and instability among other things. Addressing them requires global-level strategic and coordinated response and this is where climate diplomacy comes in.” “Climate diplomacy encompasses the use of diplomatic tools to support the ambition and functioning of the international climate change regime and to attenuate the negative impacts climate change risks pose to peace, stability and prosperity.” He added: “Climate diplomacy also means prioritising climate action with partners worldwide – in diplomatic dialogues, public diplomacy and external policy instruments.” Dr. Sun also told the students and their teachers including the local media to share this message with all, “caring for the environment is not only our responsibility, but also a question of survival, as millions of human beings all over the world including in Papua New Guinea and the Pacific are under threat”. In her intervention, the UNDP Project Manager for Renewable Energy under EU-STREIT PNG, Ms Karen Anawe explained to students how the Programme in partnership with PNG stakeholders is installing mini grid PV Solar Systems in selected remote public facilities like schools and community health centers in line with the United Nations Sustainable Development Goals (SDGs)-7 which is “Ensure access to affordable, reliable, sustainable and modern energy” and UN SDG-13 which is “Take urgent action to combat climate change and its impacts”. It was an exciting and fun day for the students who learned the basics as well as the different kinds of renewable energy sources suitable for rural areas/farming communities explained by the Programme’s national experts. A short video was also presented on renewable energy solutions. Female and male students took part in a quiz competition and drawings as well, depicting the benefits of renewable energy for the Planet, Country, Province and Village. To encourage youth involvement along nodes of the agri-food value chains, prizes were awarded to the students/schools by the Programme for their participation: six wheelbarrows, six spades and three 50 meters long shade cloths. The students were also taken on a tour of the Programme’s green/solar-powered office building. “We’re excited to participate in this event because it helps us to understand greenhouse gas emissions and how it affects the environment and our lives,” said a female grade 11 student Joycelyn Siteseneve of Nagum Secondary. The event was equally exciting for teachers. “We’re privilege to attend this EU Diplomacy Weeks’s event here in Wewak. This is an eye-opener and I believe it will be a good learning curve for all schools in East Sepik if all of us could participate,” said Mr Nelson Sangisi of Passam National School of Excellence. Concluding the event, the Programme’s Gender and Youth Inclusion Specialist, Ms Patu Shang in her remarks reminded the youths: “You are the future of tomorrow and we rely on you to develop alternative energy solutions for your villages and households. In the next one year, we look forward to your renewable energy innovative solutions proposals that have been inspired by your presence here today,  we are waiting.” The EU-STREIT PNG Programme as part of its comprehensive packages of interventions to foster sustainable agri-business development in the Sepik, supports development and improvement of renewable energy solutions to create an enabling environment which will embrace development of the three targeted value chains (cocoa, vanilla, and fisheries) that thousands of rural communities in the Sepik Region depend on to sustain their livelihoods. In this framework, the Programme, among other interventions, also works on setting up solar power generation in six select facilities in the Sepik Region to promote awareness of sustainable and renewable energy. The EU-STREIT PNG Programme Office Building in Wewak, currently co-resided by the Programme and provincial agricultural bodies which will be transferred over to the East Sepik Provincial Administration at the end of the Programme, is a good example to showcase how renewable energy solutions – in this case, solar panel generated energy – is an efficient way to provide reliable energy for public, and other private, business and educational facilities. This office building is powered by 189 solar panels, which significantly reduce greenhouse gas emissions and reduces the collective dependence of around 90 experts, technicians and extension service officers on fossil fuel and can support staff’s operation for 36 hours. The EU-STREIT PNG Programme, being implemented as a UN Joint Programme (FAO as the leading agency, and ILO, ITU, UNCDF and UNDP as partners), is the largest grant-funded Programme of the European Union in the country and the Pacific region. The Programme aims to help improve the lives of the people from East Sepik and Sandaun provinces, by focusing on increasing sustainable and inclusive economic development of rural areas through improved economic returns and opportunities from cocoa, vanilla and fishery value chains while strengthening and improving the efficiency of value chain enablers, including the business environment, and supporting sustainable, climate-proof transport and energy infrastructure development.

MORE THAN 146 DEAD AND DOZENS INJURED IN HALLOWEEN CROWD SURGE
At least 146 people have been killed and more than 150 injured after being crushed by a large crowd pushing forward on a narrow street during Halloween festivities in the capital Seoul, South Korean officials say. Choi Seong-beom, chief of Seoul’s Yongsan fire department, said the death toll could rise as emergency workers were continuing to transport the injured to hospitals. He said many of the dead had been sent to hospitals while the bodies of the remaining 46 were still on the streets in the leisure district of Itaewon on Saturday night. Officials said it was believed people were crushed to death after a large crowd began pushing forward in a narrow alley near Hamilton Hotel, a major party spot in Seoul. The incident took place at about 10:20pm local time. [caption id="attachment_29309" align="aligncenter" width="691"] Many of the victims were women in their 20s[/caption] A large number of people fell down in the alley during the festivities, Mr Choi said, with many of the party-goers wearing masks and Halloween costumes. Many of the victims were women in their 20s, Mr Choi said. Officials from the National Fire Agency and the Ministry of the Interior and Safety earlier said about 100 were injured and about 50 were being treated for cardiac arrest as of early Sunday. More than 400 emergency workers and 140 vehicles from around the nation, including all available personnel in Seoul, were deployed to the streets to treat the injured. The National Fire Agency separately said in a statement that officials were still trying to determine the exact number of emergency patients. Foreigners were among those transferred to nearby hospitals. Chaotic scenes TV footage and photos from the scene showed ambulance vehicles lined up in streets amid a heavy police presence and emergency workers moving the injured in stretchers. Emergency workers and pedestrians were also seen performing CPR on people lying in the streets. In one section, paramedics were seen checking on at least a dozen people who lying motionless under blue blankets. Police, who were restricting traffic in nearby areas to speed up the transportation of the injured to hospitals across the city, also confirmed that dozens of people were being given CPR on Itaewon streets. The Seoul metropolitan government issued emergency text messages urging people in the area to swiftly return home. Some local media reports said the crush happened after a large number of people rushed to an Itaewon bar after hearing an unidentified celebrity visited there. One eyewitness said a makeshift morgue was set up in a building adjacent to the scene. About four dozen bodies were carried out later on wheeled stretchers and moved to a government facility to identify the victims, according to the witness. The Itaewon district is popular with young South Koreans and expatriates alike. Its dozens of bars and restaurants were packed on Saturday for Halloween after businesses had suffered a sharp decline over three years of the pandemic. Curfew on bars and restaurants and a limit of 10 people for private gatherings were lifted in April. An outdoor mask mandate was dropped in May. PLANT TRADE TARGETED TO SAFEGUARD REGIONAL FOOD SECURITY
Biosecurity and plant protection officers, development partners, Ministry of Agriculture representatives and IT experts came together in Nadi, Fiji, this week to train on electronic phytosanitary (ePhyto) certificates. The training represents a crucial step forward to improve agricultural trade facilitation and safeguard regional food security. The event was funded by the Australian and New Zealand Governments through the Regional ePhyto project and supported by the European Union through the Pacific Community (SPC) implemented Safe Agricultural Trade Facilitation through Economic Integration in the Pacific (SAFE Pacific) project. The ePhyto certificate is the electronic equivalent of a paper phytosanitary certificate issued to indicate that export consignments of plants, plant products or other regulated articles meet specified import requirements. The certification ensures the continuity of trade despite travel and shipping limitations. It also improves trade efficiency by reducing the time and cost of sending paper certificates from country to country. "The International Plant Protection Convention (IPPC) ePhyto initiative comes at a crucial time when our members are faced with different dilemmas as a result of the COVID-19 pandemic. This platform will ensure that members are kept connected, that challenges are shared, advice is being sought out and that information and guidance are being provided by the entire Pacific Plant Protection Organisation (PPPO),” said SPC’s Land Resources Division Director Karen Mapusua at the opening event. The training taught participants about new developments in ePhyto and shared implementation experiences from different countries. Participants also checked their newly learned ePhyto skills by sending test certificates to other countries during the workshop to gain hands-on experience using the Generic ePhyto National System (GeNs) portal. GeNS is a centralised web-based system used to create, send and receive ePhytos between the National Plant Protection Organisations (NPPOs) of two trading countries through the IPPC Hub. “ePhyto enables governments to share phytosanitary data well before a commodity’s arrival. As a result, importing countries save time in determining compliance and can address any biosecurity or documentary issues directly with the exporting authority. This will help to pre-plan their inspections, logistics and testing,” said PPPO’s Vice Chair Mr. Nacanieli Waqa. The ePhyto Solution leads to better regulation of plant exports and imports across the Pacific region and provides efficient market access opportunities at a reduced operational cost. “Developing countries in the Pacific are often at a disadvantage when it comes to adopting technological advances, and continue to rely on paper certificates,” said Mr Waqa. “Many Pacific countries share common hurdles such as funding, infrastructure, personnel and training. The successful implementation of GeNS in the Pacific will result in a consolidated approach by Australia and New Zealand to support the ePhyto Solution.” Key development partners working in collaboration to implement the ePhyto Solution in the region include the Global Alliance for Trade Facilitation (GATF), World Bank Group (WBG) and PACER Plus. A number of countries such as Argentina, Chile, Fiji, Ghana, Morocco, Netherlands, New Zealand, Sri Lanka, Samoa and USA are already operating the system to transmit phytosanitary certificates safely. As part of the training, a field trip was organised to the Sigatoka valley to attend the launch of the first Tahitian lime export from Fiji to New Zealand. In addition,  participants had the opportunity to follow the process from production to the ePhyto issuance phase. Mr. Waqa concluded that the improved ePhyto implementation plan recognises and reflects on the importance of regional coordination, identifies synergies and operates in a complementary way for better delivery of activities that address Pacific country and territory needs.

ABG: PNG DRAGGING FEET OVER CONSTITUTION
The Autonomous Bougainville Government (ABG) wants to delay the next meeting of the Joint Supervisory Body with the Papua New Guinea government, claiming Port Moresby is dragging the chain on drawing up critical constitutional regulations. The key focus of the ABG is on achieving independence by 2027 by the latest. This latest dispute comes despite both governments committing last April to the Era Kone Covenant which lays out how the independence referendum results would be tabled in the national parliament, and the manner in which that institution may ratify the results. At that time Bougainville President Ishmael Toroama commended the national government for its unwavering support for the Bougainville peace process. He said the Era Kone Covenant laid out a timeline and a roadmap for the ratification of the referendum results in the national parliament. PNG Prime Minister James Marape, at the time, reaffirmed his commitment to the outcomes, saying his government would continue to work within the spirit of the peace agreement. "We've established a pathway that we should work towards and we on the national government side, I just want to assure Bougainville that it doesn't matter who sits in this chair in three months' time, the work for Bougainville has been set and the work we have set will continue on," Marape said. But a national government's technical team has since failed to engage with its Bougainville counterpars to develop a jointly agreed draft of the regulations. ABG Minister, Ezekiel Masatt, said this week this lack of commitment from the National Government has frustrated the ABG leadership and prompted its call for a deferral of the Joint Supervisory Body meeting. The PNG government, and its technical team, have called for nation-wide consultations on the Bougainville question, but Masatt says the ABG's position is that ratification of the outcome of the consultation on independence is for the National Parliament and not all the citizens of PNG. PNG ON TRACK TO RETAINING THE MELENESIAN CUP
Congratulations to the Men's Basketball team with their 73-67 victory over Fiji at the FIBA Melanesian Basketball Cup in the final round and qualifying for the Pacific Games 2023. The Women's team went down to Fiji 65-54 however, they will have a second chance tomorrow in the finals. They have also qualified for the 2023 Pacific Games after they finished second behind Fiji. The Finals will take place today with PNG Women taking on Fiji whilst the Men take on New Caledonia. Both teams are on course to retaining the Melanesian Cup. Source: Team PNG

ENBPA WELCOMES NEW PUBLIC SERVANTS
A successful career in the public service can only be achieved when public servants live by principles and values set in the public service code of ethics and business conduct, says an official. Manager Policy Coordination with the Department of Personal Management Mr Niwia Olewale issued this challenge to 52 recently inducted public servants from the Rabaul and Gazelle Administrations under the East New Britain provincial administration (ENBPA) at St Mary’s Secondary School on Friday (Oct 28th). The closing of the weeklong induction training saw the new public servants sign their oaths. The occasion was attended by Mr Olewale, Deputy provincial administrator for LLG and District Services Nicholas Larme, Human Resources Advisor Mr Thomas Nakui, HR officers, Rabaul Deputy District Administrator John Vule and Gazelle District Administrator Hubert Wangun. “On behalf of Minister for Public Service Joe Sungi and DPM secretary Ms Taies Sansan, I welcome you all to the public service and the ENBPA,” Mr Olewale said Mr Olewale said officers must make sure they live by and follow principles and values set in the public service code of ethics and business conduct and only through that, they will have a successful career in the public service. “You were recruited to the ENBPA because you are carrying a certain skill and knowledge that is required to deliver services the people of this province,” he said. He said the weeklong induction training emphasized on the Public Service Management Act, Public Finance Management Act, General Orders, and other regulations but this should not stop officers from doing their own research on other laws and regulations concerning their job. Meantime Deputy provincial administrator for LLG and District Services, Mr Nicholas Larme stressed on loyalty and commitment saying these are two important and critical factors for public servants to consider in how they deliver services to the people. “The first thing you need to do as a public servants is to commit yourself to delivering service- firstly how you groom personally, that you must be a role model for people to emulate, punctuality- coming to work on time and knocking off on time. These are the little things that add to the bigger picture and that is the goal of ENBPA and the public service which is service to the people,” Mr Larme said. Mr Larme told the officers they must see themselves as a solution instead of a liability to minimize issues of complacency creeping into the public service. “Let us change and bring back ENB to the state it was before- a well performing province. It can be a well performing province if you and I perform in our respective positions. There is no magic to it, but this must come from our hard work and efforts,” Mr Larme said.

Tesla CEO Elon Musk reportedly closed a deal to acquire Twitter on Thursday, ending a months long saga that cast Musk as suitor, critic, legal adversary and ultimately owner of the social media platform. The Washington Post, The New York Times and Wall Street Journal were among the outlets to report the deal closure, citing sources familiar with the matter. ABC News has not confirmed. Musk -- the richest person in the world, according to Forbes -- reportedly acquired Twitter at his original offer price of $54.20 a share at a total cost of roughly $44 billion. On Wednesday, Musk posted a video of himself walking into Twitter's offices with a sink, with the tagline: "Entering Twitter HQ – let that sink in!" After initially reaching an acquisition deal with Twitter in April, Musk moved to terminate the agreement in July, citing concerns over spam accounts on the platform. By March, Musk had become the largest stakeholder in Twitter with the social media company announcing in April that Musk would join its board. Days later, however, Musk said he had decided against joining the board. In April, Musk offered to buy Twitter at $54.20 per share, valuing the company at about $44 billion. The offer amounted to a 38% premium above where the price stood a day before Musk's investment in Twitter became public. Roughly 10 days later, Twitter accepted Musk's offer. One month later, however, Musk said he had put the deal "temporarily on hold," citing concern over what he said was the prevalence of bot and spam accounts on the platform. Roughly two hours later, Musk said he was "still committed" to the deal. Twitter said it had provided Musk with information in accordance with conditions set out in the acquisition deal. Eventually, Musk moved to terminate the deal in July. Soon after, Twitter sued Musk in Chancery Court in Delaware to force him to complete the deal. A scheduling decision made by the court in July -- to hold the trial over five days in October -- appeared to align more closely with a timeline requested by Twitter, which had sought a four-day trial in September. NCD Police have stopped a fight in the Sabama Suburb in the Moresby South Electorate which sparked when a drunk male sexually harassed a female at the Sabama market in the National Capital District on Monday. Badili Police Station Commander (PSC) Inspector Obert Jerry said the fight continued yesterday morning which caused a traffic congestion, affected students and workers as well as the closure of the Sabama market. Mr Jerry said the members of the Police Fox 100 Units and the Water Police were able to quell the fight from further escalation. He said they also cleared a roadblock set up by the villagers from Kira Kira. He said the fighting erupted when a female from Kira Kira village was sexually harassed by a drunk male at the Sabama market. The victim reported the incident to her family who are from Kira Kira village. The villagers confronted the drunk at Sabama. He allegedly retaliated and wounded a villager from Kira Kira. The residents of Kira Kira then mobilized and fought with the drunkard and his associates. Mr Jerry said the suspect was identified and arrested. He is now with the Police Criminal Investigation Division (CID) at Boroko for formal charges to be laid against him. Mr Jerry reassured the traveling public, the surrounding communities and the residents of Port Moresby that the situation is back to normal and business as usual. However, he said Sabama market remains closed until an understanding is reached between the villagers and the residents of Sabama.

The PNG NRI Diploma Certificate in Economic Policy Analysis has been conducted annually since 1989 as an intensive full-time course designed for individuals interested in improving their understanding of key government economic and other public policies that impact sustainable economic growth and development of Papua New Guinea (PNG). This year (2022), EPAC enrolled 37 participants (out of 71 applications) for eight weeks from 05 September to 28 October 2022. 34 participants completed the course. The other 3 did not complete the course – due to various reasons including bereavement and illnesses. The performance of the EPAC 2022 participants was exemplary. We had 10 students with Distinction; 20 with Credit; and the remaining 4 got a Pass grade. A Diploma Certificate in Economic Policy Analysis is awarded to a candidate who passes all 3 assessment components: Continuous Assessment, Final Examination and Policy Research Paper that are, respectively, weighted 30%, 30% and 40% to compute the candidates’ final score. The best performing student, Mr. Martin Goradim, who is a teacher at Port Moresby Business College received the Dux of the Year award. The Acting Secretary for the Department of Higher Education Research Science and Technology (DHERST) was the guest of honor. The Governor of East Sepik Honorable Allan Bird who is the Parliamentary representative on the PNG NRI Council was also present. Chairman of the PNG NRI Council and Mr Mark Worinu, Managing Director of Fresh Produce Development Authority and member of the PNG NRI Council were also present at the Graduation Ceremony. The Council, Management and Staff of NRI thank the sponsors and families for supporting the students during the last eight weeks.

Twenty-One participants received their certificates on Tuesday, 26th of October, 2022 after completing the two weeks training. The Training was based on the basics on operating a Micro-Small Medium Enterprise business while using the latest digitalized technology. The Chief Executive officer (CEO) for PILAG, Mr. Michael Barobe, congratulated the participants for choosing PILAG to enhance their knowledge on running an MSME business. He said PILAG has been producing leaders since 1963 and it continues to carry on that legacy with more leaders emerging from the Institution. He encouraged the participants to be agents of change after leaving PILAG and to utilize whatever knowledge they have gained from the training to grow economically. Mr Barobe, said the Institution has trained people in Business and Accounting, however the institution saw the need to train people to be directly involved in the economy of the country, and that is when PILAG developed the program MSME Financial Literacy and Digital Training. The program covers all units to do with starting a business, where to get the funding, how to budget money, how to save money, how to spend money and also to take advantage of technology while promoting and growing MSME businesses. Mr Barobe, said MSME Financial Literacy & Digital Training is also a Post – Public service program designed to cater for retiring public servants who may need guidance and knowledge on how they should use their retirement benefits and savings after they retire. The CEO stressed on the importance of spending money wisely for retired public servants. He said the MSME program has the much needed information and training for retired public servants who may require a bit of clarity and guidance on how they can use their retirement funds to start small businesses and contribute meaningfully to the economy development of the country. He said PILAG has developed such programs so public servants can go out as leaders and continue to create more employment opportunities in their respective communities. One of the course participants, Inspector, Shammah Krahwasi, Acting Director of the Police Air Wing Division, thanked the Course Coordinators and Trainers for a very intense and informative training. He described the training as from the “grounds up” with no stones left unturned. He said the training provided them the basics on starting a small business with information on where to acquire funding and everything else that falls in line when tapping into MSME businesses. The 8th Batch graduation of MSME Financial Literacy & Digital Training marks another milestone for this program and the interest shown by MSME owners, public servants and the general public has been massive.
